Provision of Consulting Services for Boiler Replacement

This Request for Services (the “RFS”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Minister of Public Service Delivery, to prospective Pre-Qualified Suppliers to submit proposals for Milner Ridge Correctional Centre (MRCC) South Building Boiler Replacement as further described in The Statement of Work (Appendix 1) (the “Services”).

In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion.

A Non-Disclosure Agreement (NDA) (Appendix 8) must be signed and submitted by the Pre-Qualified Supplier prior to receiving the drawings. Also, a Schedule A to Appendix 8 must be submitted for each individual who will have access to the drawings.

Pre‑Qualified Suppliers must direct all questions regarding this Request for Services (RFS) to the RFS Contact by email. Any changes or clarifications to this RFS will be communicated to all Pre‑Qualified Suppliers through an addendum posted on MERX prior to the submission deadline.

Pre-Qualified Suppliers are solely responsible for obtaining all information that may be necessary in order to understand the requirements of this RFS and submit a Proposal in accordance with the terms and conditions of this RFS. No allowance will be made for the failure of a Pre-Qualified Supplier to obtain such information or to make such investigations.

Pre-Qualified suppliers and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba other than the RFS Contact, concerning matters regarding this RFS. Failure to adhere to this rule may result in the disqualification of the Pre-Qualified Suppliers and the rejection of the proposal.

An optional site visit has been scheduled as follows:
Location: Building 103, Milner Ridge Correctional Centre South Building, Highway 214, Beausejour, Manitoba
Date and Time: June 23, 2026 10:00 AM central time

Pre-Qualified Suppliers are to meet at the main entrance of Building 103 prior to 10:00 AM central time to sign the site attendance sheet. Pre-Qualified Suppliers are to pre-register by email to the RFS Contact at bids@gov.mb.ca.

Deadline for registration is 2:00 PM central time on June 22, 2026. Pre-Qualified Suppliers are not entitled to rely on information received from Manitoba, the Owner’s representatives or other third parties at the site visit unless the RFS Contact has provided the information in writing.

Deadline for questions June 30, 2026. All questions must be submitted to the RFS Contact at bids@gov.mb.ca. Manitoba will only address questions that were sent to this email address.

Bid submission deadline is July 10, 2026 at 4:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
