Provision of Services for Partial Roof Replacement

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Minister of Public Service Delivery to prospective Contractors to submit proposals for Leaf Rapids
Town Centre partial roof replacement as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

In consideration of Manitoba’s procurement policies and applicable tradeagreements, for this Solicitation, preference will be given to Canadiansuppliers who have submitted compliant submissions meeting all essential
requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion.

Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a non-Canadian manufactured product
has been proposed. Alternative products made in Canada will be preferred and must be equivalent in quality and performance to the originally specified product, where possible. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts.

The work will be done in the Leaf Rapids Town Centre, located in Leaf Rapids, MB. Work site location will be occupied during construction.

Procurement and Supply Chain (PSC) is administering this RFP process on behalf of Manitoba. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba other than the RFP Contact, concerning matters
regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

Site Visit

An optional site visit has been scheduled as follows:

Location: Leaf Rapids Town Centre, Leaf Rapids, MB
Date and Time: July 7, 2026, at 1:00 PM Central Time

Proponents are to meet inside the Town Centre in front of the Public Library prior to 1:00 PM site visit to sign the site attendance sheet.
Proponents are to pre-register for the site visit by email to the RFP Contact at bids@gov.mb.ca by July 3, 2026 at 4:00 PM. 

If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact.

Proponents are not entitled to rely on information received from Manitoba, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.


Deadline for questions July 8, 2026. All questions must be submitted tothe RFS Contact at Bids@gov.mb.ca. Manitoba will only address questions thatwere sent to this email address.

Bid submission deadline is July 14, 2026 at 4:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
