    RFP SCOPE

    FCC has been through an extended period of growth and desires to build on this success through the next phase of its organizational evolution, strengthening organizational effectiveness, culture, and employee experience to meet the future expectations of employees and customers.

    FCC is seeking qualified proponents to collaborate in the creation and implementation of an actionable plan that builds on the strengths of the organization’s highly dedicated workforce to further define a target employee experience, culture, and future performance expectations required to deliver on a strategy that serves customers and the agriculture and food industry. The successful proponent will partner with FCC to:
      • Define a pathway from current experience and ways of working to the desired direction;
      • Enable leaders to model, communicate, and support adoption of the desired culture and employee experience; and
      • Deliver a prioritized, integrated action plan, including communication guidance that leverages FCC’s intranet and meeting channels.

    • All conditions for Proponent participation are included in the RFP documents.
    • Duration of Contract: 12 months  
    • Options: Two (2) one-year options

    • Proponent Questions Accepted Until: July 10, 2026at 2:00PM*
    • FCC Response to Proponent Questions Delivered Before: July 27, 2026 at 5:00PM*
    • RFP Closing Date/Time: August 4, 2026 at 2:00PM*

    NOTE: All times are CST – Saskatchewan. The above dates are subject to change at the sole discretion of FCC. Any changes to the RFP Schedule will be communicated to all Proponents via amendment on MERX.

    RFP PROCESS CONSIDERATIONS
     
    • This opportunity is covered under the provisions of Chapter 5 (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and Chapter 19 (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and Canada-UK Trade Continuity Agreement (CUKTCA).
     
    • This opportunity is subject to the Buy Canadian Policy Framework and open only to Canadian suppliers and suppliers located in the territory of an applicable trading partner.
     
    • FCC is subject to the Official Languages Act (Canada). Proponents may choose to respond to this RFP in their official language of choice (English or French).
    • This opportunity notice references a non-binding, competitive RFP, and is not a call for tenders. FCC is not obligated to proceed with the Work described in the RFP Scope, and may cancel the RFP at any time. FCC’s procurement process allows for consecutive or concurrent negotiations between FCC and one (1) or multiple Proponents, prior to awarding a Contract.
