Full Title: Professional Consulting Services for Outfall Reinspections and Condition Assessment
D4. SCOPE OF SERVICES
D4.1 The Services required under this Contract shall consist of comprehensive internal CCTV
pipe inspections in NASSCO PACP standard and condition assessments of two hundred and sixty- eight
(268) land drainage and combined sewer outfalls with existing SPG values ranging from 3 to 5. Also,
a review of previous geotechnical site assessments noting any changes to the slope condition grade
or the erosion condition grade over the past 10 years and any remedial work orders to address noted
changes to geotechnical conditions in accordance with the following:
(a) Project Management in accordance with D7;
(b) Project Development in accordance with D8;
(c) Drawing and Tender Document Preparation in accordance with D9;
(d) Procurement Process in accordance with D10;
(e) Contract Administration Services in accordance with D11;
(f) Outfall Inspections Performed by Consultant in accordance with D12;
(g) Analytical Services in accordance with D13; and
(h) Summary Report in accordance with D14
D4.2 The Services required under D7,D8, D9, D10, D11, D12 and D13, and D14 shall be in
accordance with the City’s Project Management Manual https://winnipeg.ca/infrastructure/asset-
management-program/templates-manuals.stm#3 and templates

Notwithstanding the foregoing, the Consultant is being engaged by the City for their professional
expertise; the Consultant shall bring to the Consulting Contract Administrator’s attention any
aspect of the City’s Project Management Manual or templates which the Consultant is of the opinion
is not consistent with good industry practice.
D4.3 Where the Services required include Contract Administration, Consultants shall pay
particular attention to the revisions to Section 9.19 and 9.20.1 of the City’s Project Management
Manual in Addendum #8.

D4.4 The Consultant must draw upon their expertise and knowledge in condition assessments as
well as sewer inspection sewer infrastructure to make appropriate recommendations in their proposal
and deliverables.
D4.5 The funds available for this Contract are $220,000.00
