Full Title: Professional Consulting Services for Feasibility Study to Assess the Potential Relocation Options for the Winnipeg Fleet Management Agency
D4. SCOPE OF SERVICES
D4.1 The Services required under this Contract shall consist of a feasibility study/analysis
for the City of Winnipeg’s, Winnipeg Fleet Management Agency (WFMA) to better meet its needs over
the next 50 -100 years
(a) 770 Ross Ave; Administrative Building
(b) 185 Tecumseh; Fuel & Rentals Building
(c) 195 Tecumseh; Garage (Heavy & Light) & Stores
(d) 215 Tecumseh; Manufacturing & Stores
D4.3 May involve repurposing an existing facility, acquiring a new site and constructing new
facilities, or a combination of both. The feasibility study will assess technical, operational,
financial, regulatory, and scheduling requirements to support informed decision-making and in
accordance with the following in accordance with the following:
(a) Consultants are expected to assess current and projected requirements that will affect WFMA’s
garage, manufacturing and administrative facilities considering key requirements, safety,
efficiency, future expansion and minimizing unproductive travel. A draft Program Requirements will
be provided.
(b) A cost-benefit analysis should be produced showing the programmatic, operational and fiscal
benefit/limitations of each option.
(c) Each option should also include conceptual layout drawings of adequately sized and
functional facilities, associated yards/grounds, access points, etc.
(d) The final report should include a clear recommendation on which of the Options would most
effectively meet WFMA’s needs, keeping the City of Winnipeg’s policies in mind, as well as other
considerations that would be important for WFMA to take into account.
D4.4 Scope of Work Expected for Each Option
(a) Relocate to an existing site that could be converted to WFMA’s needs
(i) Generate a list of requirements for an alternate existing site including:
I. Location/parcel attributes (proximity to major corridor, centrally located surrounding
property use, access to the site, etc.)
II. Conceptual layout of facilities on site (if more than one)
III. Conceptual layout of individual facilities (if more than one)
(b) Generate a list of potential private facilities for sale that would meet the criteria,
including associated purchase price.
(i) Provide a cost estimate for proposed work on an assumed site, including a placeholder cost
for moving the operation over.
(ii) Comment on any downtime/loss of service provision for Fleet associated with a move.
(c) Develop a new site constructed to meet WFMA’s needs.
(i) Generate a list of requirements for a new site including:
I. Location/parcel attributes (proximity to major corridor, centrally located surrounding
property use, access to the site, etc.)
II. Conceptual layout of facilities on site (if more than one)
III. Conceptual layout of individual facilities (if more than one)
(d) Generate a list of potential private sites/parcels for sale that would meet the criteria,
including associated purchase price.
(e) Provide a cost estimate for proposed work on an assumed site, including a placeholder cost
for moving the operation over.
(f) Comment on any downtime/loss of service provision for Fleet associated with a move.
D4.4.1 The Services required under D4.1,and D4.2 shall be in accordance with the
City’s Project Management Manual https://winnipeg.ca/infrastructure/asset-management-
program/templates-manuals.stm#3 and templates http://winnipeg.ca/infrastructure/asset-
management-program/templates-manuals.stm#4 . Notwithstanding the foregoing, the Consultant is being
engaged by the City for their professional expertise; the Consultant shall bring to the Consulting
Contract Administrator’s attention any aspect of the City’s Project Management Manual or templates
which the Consultant is of the opinion is not consistent with good industry practice.
D4.4.2 Where the Services required include Contract Administration, Consultants shall
pay particular attention to the revisions to Section 9.19 and 9.20.1 of the City’s Project
Management Manual in Addendum #8.

D4.5 The following shall apply to the Services:

D4.6 The funds available for this Contract are $200,000.00
