Description of Procurement:
This Request for Service (RFS) is an invitation by the Toronto Police Service (TPS) to the following pre-qualified Suppliers (secured through Supply Ontario’s Tender No. 19721 – IT Business Research Subscription Services, Stream No. 2 – HR Research Subscription Services, Category B – HR Research Subscription Services and Analyst Services) to submit a proposal for the non-exclusive delivery of Human Resources Research Subscription, Expert Advisory Services, and Online Leadership Development Coaching, as further described in section 5 of this RFS:

Term of the Contract:
The term of this contract for the provision of services shall commence from date of award and last for a period of three years, plus one separate, option year period. For clarity, the vendor must be able to start from November 1st, 2026, to October 31st, 2029, with the potential to exercise an option year from November 1st, 2029, to October 31st, 2030.
Piggyback (if applicable):
The TPSB/TPS may, upon request, permit other public bodies and the Police Cooperative Purchasing Group (PCPG) to purchase against any part of the contract which may result from this RFS. Proponents are requested to indicate on the Pricing Submission form if they will extend the pricing, terms and conditions of this proposal to other government agencies including PCPG, if the proponent becomes the successful services provider. If the successful proponent agrees to this provision, participating agencies may enter into a contract with the successful proponent for the purchase of services described herein based on the terms, conditions, prices, and percentages offered by the proponent. Minor changes in terms and conditions may be negotiated by participating agencies. Please note copies of the proponents submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.
