Provision of Construction Management Services for Three New Schools

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery on behalf of the owner of the Project, Government of Manitoba – Department of Education and Early Childhood Learning (EECL), (“Owner”) to prospective Contractors to submit proposals for the Construction Management Services for construction of three new Schools: Bridgwater Lakes K–8 School, Brandon Division Scolaire Franco-Manitobaine (DSFM) M–12 School, and Ste. Anne Regional High School (Grade 9–12) as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”). 

In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian and Non-US suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

A link to the pre-bid conference meeting will be sent as confirmation of attendance. It is the proponents’ responsibility to ensure registration and confirmation has been received prior to the meeting.

Deadline for registration is the end of the business day July 27, 2026. Attendance at the pre-bid conference meeting will be confirmed and recorded.

Proponents are not entitled to rely on information received from Manitoba, the Owner’s representatives or other third parties at the pre-bid conference meeting.

Pre-Bid Conference Meeting Date and Time: Per Part 1 Section 1.7.1 – Key Dates

Vendors are not entitled to rely on any verbal or informal information received from Manitoba, site representatives, or other third parties at the Pre-Bid Conference Meeting unless the RFP Contact has formally provided the information in writing.
Site Visit

There is no site visit scheduled for this RFP. Should proponents wish to visit the sites, the site locations are identified in Section 1.1.3 c).

Proponents are not entitled to rely on information received from Manitoba, the Owner’s representatives or other third parties unless the RFP Contact has provided the information in writing.

Deadline for questions August 7, 2026. All questions must be submitted to the RFS Contact at Bids@gov.mb.ca. Manitoba will only address questions that were sent to this email address.

Bid submission deadline is August 20, 2026 at 4:00:00 P.M. Central Time. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
