Description
The WCB has invited your firm to submit a Proposal for the following: Proposal to provide a comprehensive catalogue of occupational safety and health eLearning education and awareness courses for delivery through the SAFE Work Manitoba Training Portal.
Description of Services
The WCB requires the Contractor to perform the following:

The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.

The Proposal must include evidence of the Contractor's qualifications, experience, and capability to perform the services, including descriptions of comparable projects, client references, quality assurance processes, relevant certifications, accreditations, or industry recognitions, and profiles of the proposed resource(s) highlighting their experience on similar projects. The Vendor must also demonstrate its eLearning development expertise by providing a detailed list of its current eLearning course offerings and available modules that may be selected to address SAFE Work Manitoba's stakeholder needs and emerging trends.
The Services will be structured with an Agreement that will require the parties to enter into subsequent Statements of Work (collectively the "SOWs").
The Services shall include an agreed upon number of pre-paid select eLearning courses and an option to purchase customized eLearning courses on an "as needed" basis through SOWs. The WCB makes no guarantee that there will be any customized eLearning courses required.
The full scope of work for the Services cannot be determined by the parties at the time the Agreement is executed because it is anticipated the WCB's needs and priorities will evolve as different components of the Services are completed and further information is collected. The parties shall mutually agree upon the distinct scopes of work for the Services, including the total fees, deliverables, and completion dates for same, in writing, via the SOWs, prior to commencing work on such new components.
The Contractor will invoice SAFE Work Manitoba either monthly or quarterly for eLearning courses which are ordered by participants in accordance with the applicable rates stipulated in the Fee Schedule. Additional fees for customization shall be invoiced as agreed upon in the respective SOW.
The WCB requires the Successful Vendor to deploy quality and seasoned resources to provide the Services. The WCB shall reserve the right to terminate the Agreement if the respective Vendor proposes or field inadequately qualified resources in providing the Services, or such other reasons in the opinion of the WCB, acting reasonably.
The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
The Services shall be provided remotely from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing.
It is expected the Services will be required for an initial period of five (5) years with a preferred start date of January 1, 2027. The WCB shall have an irrevocable option to further extend the Services on the same terms and conditions and fees for one additional period of up to two (2) years.
Additional work may be required over the original scope of work, so the WCB has the right to enter into an amending agreement to extend the duration/expand the scope of work.
Description of Services
The WCB requires the Contractor to perform the following:

•Maintain a comprehensive catalogue of occupational safety and health eLearning courses from which SAFE Work Manitoba may select courses for delivery through the SAFE Work Manitoba Training Portal;
•Provide selected courses in both English and French, where required by SAFE Work Manitoba;
•Make selected courses available within three (3) weeks of receiving a request from SAFE Work Manitoba, unless otherwise agreed in writing;
•Ensure that course materials clearly identify the training as educational awareness focused.
•Maintain a comprehensive catalogue of occupational safety and health eLearning courses from which SAFE Work Manitoba may select courses for delivery through the SAFE Work Manitoba Training Portal;
•Provide selected courses in both English and French, where required by SAFE Work Manitoba;

•The Contractor must provide eLearning courses in format that is compatible with the SAFE Work Manitoba Training Portal. Courses must be capable of being integrated and delivered through the Portal, whether directly or through secure cloud-based delivery methods, including application programming interfaces (API) or equivalent technologies.
c. Learner Registration and Course Access
•All learner registration, enrollment, authentication, course access, progress tracking, and certificate issuance must occur through the SAFE Work Manitoba Training Portal.
•If an individual attempts to register directly with the Contractor for a course offered through SAFE Work Manitoba, the Contractor must redirect the individual to the SAFE Work Manitoba Training Portal.

d. Certificates of Completion
•The Contractor must ensure that successful course completion data is available to the SAFE Work Manitoba Training Portal to enable the automatic generation of certificates of completion upon satisfaction of all course requirements.
e. Technical Support
•The Contractor must provide technical support to organizations and course participants via telephone and email during normal business hours.

f. Reporting and Analytics
•The Contractor must provide reports and analytics to SAFE Work Manitoba at a frequency specified by SAFE Work Manitoba.

oLicenses purchased and used;
oCourse registration and enrolments;
oSeats accessed by course;
oCourse completion statistics; and
oAny other information or performance metrics reasonably requested by SAFE Work Manitoba.

g. Privacy and Information Security
•The Contractor must securely collect, store, use and protect learner personal information in accordance with all applicable privacy, access to information, and data protection laws.

oImplement appropriate administrative, technical, and physical safeguards to protect learner information from unauthorized access, use, disclosure, alteration, loss, or destruction; and

h. Course Content, Maintenance and Updates
•The Contractor shall maintain all eLearning content throughout the term of the Contract. The Contractor must promptly update course content to reflect the changes to:
oApplicable legislation and regulations;
oStandards and guidance documents;
oRecognized industry best practices; and
oAny content requirements identified or approved by SAFE Work Manitoba.

i. Course Configuration
•The Contractor shall provide all information reasonably required by SAFE Work Manitoba to configure, publish, and administer courses through the SAFE Work Manitoba Training Portal, including:
oCourse descriptions;
oLearning objectives;
oCourse duration;
oLanguage availability;
oTechnical specifications; and
oAny other relevant course information.

j. Marketing and Promotion
•SAFE Work Manitoba may promote the selected eLearning courses through its website, digital communications, social media, promotional campaigns, publications, presentations, industry events and other communication channels.
•The Contractor must grant SAFE Work Manitoba the right to use the Contractor's approved course descriptions, logos and promotional materials for these purposes.

k. Client Support
•The Contractor shall designate a primary Client Support representative who will serve as SAFE Work Manitoba's account contact throughout the term of the Contract. The designated representative must:
o Maintain regular communication with SAFE Work Manitoba at mutually agreed intervals;
o Respond to service-related inquiries and operational issues in a timely manner;
o Support service delivery, reporting, and issue resolution activities; and
oParticipate in meeting with SAFE Work Manitoba, as reasonably requested.

b.Application of adult learning principles and evidence-based instructional design methodologies, including experience developing courses in accordance with the Manitoba eLearning Instructional Design Guidelines, or equivalent recognized instructional design standards.
c.Development of competency-based learning programs aligned with clearly defined learning objectives, measurable learning outcomes and competency-based assessments that require learners to successfully demonstrate achievement of learning outcomes prior to receiving a certificate of completion.
d.Development of engaging, interactive eLearning courses using industry-standard authoring tools that incorporate appropriate learner interactions, scenarios, case studies, multimedia, knowledge checks, quizzes and other instructional techniques to reinforce learning.
e.Development of eLearning content compatible with Learning Management Systems (LMS) and compliant with recognized interoperability standards such as AICC, cmi5, SCORM 1.2, and/or SCORM 2004.
f.Design and development of accessible learning content that complies with The Accessibility for Manitobans Act, WCAG 2.1 Level AA guidelines and recognized inclusive learning practices.
g.Collaboration with subject matter experts and stakeholders to develop technically accurate, learner-focused content.
h.Application of documented quality assurance and continuous improvement processes, including content validation, functional testing, accessibility testing, usability testing, cross-browser/device compatibility testing, version control and timely updates to reflect changes in legislation, regulations, standards, guidance documents and emerging best practices.

d.Incorporating advanced instructional design techniques, such as scenario-based learning, simulations, branching activities, gamification, and microlearning, to enhance learner engagement and knowledge retention.
e.Developing multilingual eLearning content (in addition to English and French) and implementing localization practices to support diverse learner populations.
