This tender is for the supply and screening of sand to be used for winter maintenance operations. In some cases, the loading of winter sand may be included.
The contract period will be from date of award to August 30, 2023 with two (2) one year mutually agreeable optional renewals. If either party chooses not to exercise the option year, the Province of New Brunswick reserves the right to re-tender the applicable location(s). In the event of a contract cancellation within the contract period (excluding optional renewal year), the Province of New Brunswick reserves the right to consider the next lowest compliant bidder or re-tender the location. The Province of New Brunswick does not guarantee a specific volume in the option year.
All insurance requirements, detailed in Appendix "C", shall be verified by DTI District staff prior to work starting. See attachment "Insurance Requirements - Appendix C" for details.
Please see attached list (Appendix "D") of non compliant pits and locations. DTI will reject any bid containing sand supplied from these pits.
The contract will be awarded by considering not only the cost of supplying, screening and loading the natural or manufactured sand, but also the cost of haulage by DTI or others, to the desired location(s). DTI's haulage rates for Soil,Rock and Aggregate, as of June 2018, will be used for evaluation purposes.
A copy of haulage rates are attached to this tender notice (Appendix "E")
At the discretion of DTI, all sand may be tested for moisture at the source. When testing, DTI will take two (2) samples, one sample from the surface and the other sample from the interior of the pile and each of the two (2) samples will be tested.
The average of the two tests will be used as the final moisture content results.
Moisture content of the sand shall not exceed 5%. DTI reserves the right penalize the Supplier for each percentage point, or part thereof, in excess of 5%.
Suppliers who are able to load the material shall submit a price per ton for the service. In the event a Supplier cannot load the winter sand, DTI will make arrangements for the loading.
If the bid price per tonne to load winter sand is deemed to be excessive by DTI representatives, DTI reserves the right to negotiate the price per tonne. If negotiations between DTI and the Supplier are not successful in reaching a price to DTI satisfaction, DTI shall arrange for the rental of equipment to be used in loading the sand.
If the Supplier does not the capability to weigh loaded trucks at the source location, the method of weighing trucks used to determine payment for supply shall be used to calculate payment for loading.
