CONSULTATION SERVICES TO DEVELOP HERITAGE DESIGN GUIDELINES

Addendum #1 - March 25, 2025

Fredericton, the capital of the Province of New Brunswick, is located on the east coast of Canada along the banks of the Wolastoq | Saint John River. Fredericton has a growing population, stable economy, strong institutions, and offers a high quality of life for its citizens. As of 2024, Fredericton has an estimated population of 77,000 and it is expected that Fredericton will continue to attract people from elsewhere in Canada and around the world.
Frederictonians are proud of their history and their rich stock of heritage buildings. The City of Fredericton was founded on Maliseet territory in 1783 by United Empire Loyalists fleeing the American Colonies after the American Revolution. A town plat was drafted in 1785, giving the city its current grid. Many of the City's early settlers were prominent members of Colonial American society and quickly established the City as the regional capital. The University of New Brunswick was founded in 1785 and the city became the seat of the Anglican Diocese in 1845. Less than 100 years into its history, Fredericton possessed the military, scholarly, and religious prestige of its status as a colonial, Protestant city.
The St. Anne's Point Heritage Preservation Area is home to an exemplary collection of approximately 350 properties of various architectural styles spanning the length of Fredericton's history and the breadth of Fredericton's civic, commercial and residential architectural built form (refer to attached St. Anne's Point Heritage Preservation Area Map). Some examples remain of the City's early, staid colonial style, most notably the Cathedral district, however the defining architectural period of the area was the 19th century. Its domestic architecture displays a rich mix of styles from large Queen Anne and Second Empire mansions, while more modest single-family residences define portions of the boundaries. Significant heritage structures of the area include, but are not limited to, Christ Church Cathedral, the York County Gaol, Lemont House, and the Lady Beaverbrook Rink. St. Anne's Point Heritage Preservation Area not only contains rich examples of past architectural styles but also a handful of modern addit
ions and infill within the boundary.
The City of Fredericton is seeking proposals from a qualified consultant to assist in the development of new Heritage Design Guidelines for the St. Anne's Point Heritage Preservation Area, which includes all designated properties, to support a new City of Fredericton Heritage Conservation By-Law. This by-law has already been drafted and will be finalized by the Local Government in conjunction with the creation of the Heritage Design Guidelines. The guidelines are intended to provide the community with a framework that will appropriately guide all new construction, renovations, and additions undertaken for all properties in the St. Anne's Point Heritage Preservation Area.
The anticipated budget to deliver the Services outlined in this Request for Proposal is $75,000.
