SCOPE
The Department of Natural Resources and Energy Development is looking to establish a Contract of Supply Fire Hose detailed in the Item Description below or equivalent. Good are to be delivered on an as and when required basis.
This contract will commence upon Contract Award through July 31, 2028 with the option to renew for two (2) additional one (1) year terms.
OPTION YEAR PRICING
Pricing will be subject to negotiation of a satisfactory contract price not to exceed the tendered price plus any published increase in the New Brunswick Consumer Price Index (CPI). If a mutually agreed upon price cannot be reached GNB reserves the right to re-tender, re-award or delete the item(s) in question.
SPECIFICATION REQUIREMENTS
Please refer to the Item Description Column below.
Items 1, 2, and 3 specified below are based on products by Mercedes Myti-Flo and/or Neidner Econoflo; however, the Province is seeking pricing for these or other equivalent products. If a bidder offers an equivalent product, they must establish that it is of equal or better quality based on the item Specifications and in accordance with section Substitutions and Alternates below.
Bidders should include product information/specification sheets for equivalent items.
ORDER PLACEMENT
The successful bidder must carry all cost incurred by the client(s) for the return of any and all products. The successful bidder is to:
- Not charge any restocking fees for goods ordered in error, or otherwise returned to the Supplier;
- Establish return authorization and claim processing procedures for the return of defective or damaged goods, acceptable to the client(s) through e-mail, Internet portal, etc.;
- Be aware that any defective products will be returned to the Supplier to be replaced at no cost, including freight charges, to the Client;
- Accept and process all claims within two (2) Business Day of claim submission by Client for all items reported as damaged, defective, not received or otherwise returned to the Supplier in the manner in which payment was received; and - Pick-up items returned by the Client (for which a claim has been submitted), within five (5) Business Days of the claim submission;
- The successful bidder must inform the client at the time of order placement when product(s) are on back order and/or out-of-stock.
SUBSTITUTIONS & ALTERNATE SUPPLIERS
The bidder understands and agrees that the Province reserves the right to purchase the types of goods/materials described in this tender from an alternate supplier or use a separate competitive bidding process in cases where:
a) A specific delivery date cannot be met for a particular order;
b) Materials are unavailable or cannot be easily accessed;
c) To procure the specified goods and/ or services by means of other contracting methods is deemed to be in the best interest of the Province.
CONTRACT AWARD CRITERIA
Compliant bids will be evaluated and awarded based upon the lowest total price bid that meets the specifications listed within this document.
Bidders MUST bid on all items to be considered for award.
Prior to award bidder may be asked to provide a sample of any or all product(s) as part of the evaluation process. The bidder must be able to provide sample(s) within fifteen (15) days. Samples shall be the same product submitted in proposal. Failure to deliver evaluation samples within the time frame may result in disqualification and award of the tender to the next qualified bidder.
The department may also conduct reference checks and reserves the right to contact other departments and agencies within GNB to obtain information on the bidder's past performance withing the previous five (5) years. Results from the aforementioned consultation that are unsatisfactory to the Department, in its sole and absolute discretion, will result in the disqualification of the bidder's bid.
HOW TO SUBMIT PRICING
Bidders are invited to submit their UNIT PRICE--the price for a single product within the Tender Item--under the 'Unit Price Including Discount' column. Bidders should then multiply their unit price by the 'Quantity/Unit' to calculate the 'Extended Price'. The 'Unit Price Including Discount' and 'Extended Price' should NOT include taxes.
All shipping/delivery charges MUST be included in the unit price.
DELIVERY DATE
Bidder(s) are to deliver the goods to the Address detailed above on an as and when required basis, upon receipt of an Official Release against this Contract.
BIDDER QUESTIONS
All inquiries should be received seven (7) calendar days prior to the closing date; any inquiries received less than 7 (seven) calendar days prior to the closing date cannot be guaranteed a response. Please reference the tender number and closing date within your communications to ensure a prompt and accurate reply.
REQUIREMENTS
VENDORS ARE REQUIRED TO SIGN AND DATE THEIR BID IN THE SPACE PROVIDED BELOW.
19mm HIGH PRESSURE SYNTHETIC PATROL HOSE
- 19mm (3/4inch) diameter
- Available in 15.24-meter (50 foot), 7.62 meter (25 foot) and 4.6 meter (15 foot) lengths
- High pressure synthetic construction
- Minimum operating pressure 1050kPa (150psi), minimum burst pressure 4200kPa (600 psi)
- Hose must be treated to render it more resistant to abrasion with Encap or Permatek or equivalent treatment
- Hose must be yellow in colour
- Weight per 15.24-meter (50 foot) length to be 0.7kg (1.54 lb.) +/- 0.25kg (0.55 lbs.)
- Weight per 7.62-meter (25 foot) length to be 0.35kg (0.77 lb.) +/- 0.13kg (0.29 lbs.)
- Weight per 4.6-meter (15 foot) length to be 0.21kg (0.46 lb.) +/- 0.1kg (0.22 lbs.)
- Hose must be complete with brass garden hose threaded (GHT) couplings and gaskets
- Hose must be end rolled.
- Hose remains flexible to -65 degrees F or -55 degrees C
- Unique Mertex lining, or equivalent.
- At the 1.00 meter (3.28 foot) mark from each end and at the 15.24 meter (fifty foot mark),hose shall be silk screened (stamped) with the letters NBDNRED as requested and the year of manufacture. The Letters should be black and 3/4 of an inch in height).
