Description
SCOPE
The Department of Natural Resources is looking to establish an Estimated Quantity Contract for the supply of brook trout and/or landlocked salmon stocks on an as and when required basis.
The initial contract will be for a three (3) year term commencing upon Contract Award, with the option to renew for up to three additional (3) years.
Option years may be exercised in single or multi-year increments, upon mutual agreement, with a maximum total term of six (6) years.
OPTION YEAR PRICING
Pricing will be subject to negotiation of a satisfactory contract price not to exceed the tendered price plus any published increase in the New Brunswick Consumer Price Index (CPI). If a mutually agreed upon price cannot be reached GNB reserves the right to re-tender, re-award or delete the item(s) in question.

1) maintain future brook trout and/or landlocked salmon stocks delivered and provided by the sub-contracted facility(ies) and/or DNR as agreed upon prior to delivery; and
2)provide brook trout and/ or landlocked salmon, from DNR stocks, for DNR stocking purposes.
SUBMISSION REQUIREMENT
Bidders are requested to provide the following information with their bid submission:
- Availability of loading-water, its source and confirmation, where applicable, that the loading-water source is free from known Aquatic Invasive Species (AIS) risks. See definition in spec sheet under Biosecurity. DNR does not support river/stream water or anything that has a possibility of having AIS in it, as the source for loading-water.
- Typical spring and fall loading-water temperatures and where applicable, a description of any equipment, infrastructure, or procedures used to minimize thermal shock and fish stress during loading, transport, and release operations (e.g., the ability to adjust or condition water temperatures in rearing tanks or loading-water prior to loading).
CONTRACT AWARD CRITERIA
Compliant bids will be evaluated and awarded based upon the lowest total price bid that meets the specifications listed within this document.
Bidders may bid on one or all options detailed below.
The Department reserves the right to make multiple awards and to allocate quantities among one or more compliant bidders in the manner most advantageous to the Department.
To support efficient stocking operations, transportation efficiencies, and supply security, the Department may source Brook Trout from both Northern and Southern New Brunswick. As a guideline, approximately 50% of the Spring Yearling requirement (19,000 fish) and 50% of the Fall Yearling requirement (15,000 fish) may be awarded to facilities in Northern New Brunswick, with the balance awarded to facilities in Southern New Brunswick.
The Department is not obligated to maintain this distribution and may award all or any portion of the requirements based on pricing, logistics, operational efficiencies, proximity to stocking sites, and supply security.
HOW TO SUBMIT PRICING
Bidders are invited to submit their UNIT PRICE (the price for a single product with the Tender Item) under the 'Unit Price Including Discount' column. Bidders should then multiply their unit price by the 'Quantity/Unit' to calculate the 'Extended Price'. The 'Unit Price Including Discount' and 'Extended Price' should NOT include taxes.
Pricing should be provided only for the line item(s) for which the proponent wishes to be considered for. Providing pricing for both quantities (50% and 100%) indicates to the Department that the bidder is willing to accept either a partial or full award.
Total awards will not exceed the Department's annual requirements of 38,000 Brook Trout Spring Yearlings and 30,000 Brook Trout Fall Yearlings.
