The Office of the Fairness Commissioner (OFC) is seeking bids to provide a Software as a Service (SaaS) for the Office of the Fairness Commissioner’s Regulator Engagement and Fair Registration Practice SaaS solution (the “Solution”).
The Fairness Commissioner assesses the registration practices of certain regulated professions and trades to make sure they are transparent, objective, impartial and fair for anyone applying to practise his or her profession in Ontario. People in Ontario should be able to put their professional skills and experience to work, regardless of where they were educated. Many newcomers to Ontario have had difficulty getting into the regulated professions through no fault of their own.
Each regulated profession gives a yearly Fair Registration Practices Report to the Office of the Fairness Commissioner. The report describes the profession's progress in meeting the requirements of the fair access legislation. Fair Registration Practices Reports are public information. Regulatory bodies must make their reports available to the public by March 30 of each year.
The vendor shall provide a secure, sustainable, extensible, and flexible digital solution for the Office of the Fairness commissioner that includes the functionalities listed below:
• Administrator Functions
• OFC Staff Portal
• Regulator (External User) Portal & Dashboard:
• Fair Registration Practice Form
• Risk and Performance Module
• Data Insight and Reporting
• Document Storage & Archive
• Complaints
