Supply, Inspection, Commissioning, and Startup of Bus Electrification Equipment for 55 Orlando Avenue, Richmond Hill, ON

The Region will ONLY accept ELECTRONIC BID SUBMISSIONS submitted through the Region’s Bids and Tenders website for this Request for Tenders. HARD COPY BID SUBMISSIONS WILL NOT BE ACCEPTED. Bids must be submitted and received by the Region no later than 1:00:00 p.m., Eastern Standard Time. 

BRIEF DESCRIPTION OF WORK: This Request for Tenders (the “RFT”) is an invitation by The Regional Municipality of York (the “Region”) to prospective bidders to submit bids for the supply, inspection, commissioning, and startup of Bus Electrification Equipment (as listed below) for 55 Orlando Ave., City of Richmond Hill, and as further described in Section A of the RFT Particulars (Appendix A) (the “Work”).

This RFT is a Bid in Parts RFT, the Parts are as follows:

1. Part A - Generator + Paralleling Control
2. Part B -Transformer
3. Part C - Electric Bus Charger/Dispenser
4. Part D - LV Switchgear/MV Switchgear

Bidders may submit a Bid for any one Part, a combination of Parts or all Parts. The RFT will be evaluated and awarded on a per Part basis.

The Bus Electrification Equipment to be supplied under this Contract will be installed by a separate contractor to be retained under a separate Regional procurement process.

MANDATORY REQUIREMENT(S): 

• OCCUPATIONAL HEALTH AND SAFETY MANAGEMENT SYSTEM (OHSMS) CERTIFICATION PROGRAM: Any bids received from respondents who do not meet the OHSMS certification requirements, as stated in RFT Particulars (Appendix A), shall be rejected from further consideration.  
• DEPOSIT:
  • Bid Bond(Digital Bond):  All bids shall be accompanied by a bid deposit in the amount of not less than 10% of the Subtotal Contract Amount for each Part (the “Bid Price”) in the form of a digital Bid Bond from a recognized guarantee or surety company acceptable to the Region and authorized by law to do business in the Province of Ontario. The form of Bid Bond acceptable to the Region is attached as Appendix E or substantially in the form issued by the Canadian Construction Documents Committee (CCDC220 Form) or the Surety Association of Canada.   • Undertaking to Bond(Digital Bond): Bidders shall submit a digital Undertaking to Bond. The Undertaking to Bond shall be in the form of a digital Undertaking to Bond from a recognized guarantee or surety company acceptable to the Region and authorized by law to do business in the province of Ontario. The form of Undertaking to Bond acceptable to the Region is attached as Appendix F or substantially in the form issued by the Surety Association of Canada, including digital Agreements to Bond or Consents of Surety.
