    Description

    The Town of Whitchurch-Stouffville (the “Town”) intends to procure the deliverables described in Section A of the RFPQ Particulars (Appendix A) (the “Deliverables”). The Deliverables include, as a component:
    The coordination of own forces and required subcontractors to complete all temporary and permanent works required for the Main Street Revitalization Project as further described in Section A of the RFPQ Particulars (Appendix A) (the “General Contractor Deliverables”)

    This Request for Prequalification’s (“RFPQ”) is an invitation by the Town to prospective respondents to qualify for eligibility to provide the Deliverables in the role of the general contractor.

    The Town has adopted the following procurement process to procure the Deliverables:
    Step 1 – Prequalification of General Contractors 
    Establish a list of prequalified contractors who are eligible to participate in Step 2 of the process as a general contractor (the “Prequalified General Contractors”). The Prequalified General Contractors will be required to retain a Jack and Bore subcontractor with recent experience installing infrastructure under a railway and coordinating with a Rail Authority. The prequalified General Contractor will be required to submit references for their proposed Jack and Bore subcontractor at the time of tender for the Town’s Review and Approval. The Town retains the right to reject a Jack and Bore subcontractor that does not meet the minimum requirements that will be specified within the tender document, at no additional cost to the Town.
    Step 2 –Competitive Procurement Process 
    Invite the Prequalified General Contractors to participate in a formal procurement process for the provision of the Deliverables, including the Jack and Bore Subcontractor Deliverables
