The Minister of the Environment, Conservation and Parks (Ministry) requires redaction services to support the Ministry’s Freedom of Information Program.
The purpose of this Advance Contract Award Notice (ACAN) is to signal the Ministry's intention to conduct a short-term non-competitive procurement process to enter into an agreement with Innov-8 Legal Inc. for the provision of redaction services.
This non-competitive procurement is required to ensure service continuity to support the Ministry’s Freedom of Information Program. The term of this short-term non-competitive agreement will have no extension option and will expire on March 31, 2024, while the Ministry evaluates its need for redaction services beyond March 31, 2024 and, if still required, the Ministry will explore all procurement options including conducting an open competitive procurement.
Before entering into the non-competitive agreement, and to remain in compliance with the OPS Procurement Directive, the Ministry would like to provide other vendors with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this ACAN by submitting a Statement of Capabilities on or before the closing date deadline of August 8, 2023.
A Statement of Capabilities will fail if the Statement of Capabilities:
• does not provide all of the detailed information requested in this ACAN to allow the Ministry to fully evaluate the capabilities of the vendor; or
• fails to demonstrate that the vendor meets all of the minimum essential requirements in the sole and absolute discretion of the Ministry.
