INVITATION TO SUBMIT A RESPONSE TO A REQUEST FOR QUALIFICATIONS (RFQ) FOR A LEASE IN TORONTO, ONTARIO FILE NUMBER 532256 Public Works and Government Services Canada (PWGSC) is asking interested parties to submit a response for a potential lease of office space that meets the following criteria: Section A: Lease Components a lease term of ten (10) years, commencing on or about November 1, 2015, plus options to extend the lease for two (2) additional periods of two (2) years each; approximately 2,833 usable square metres (um2) of office space; the proposed space must be available at least eighteen (18) weeks prior to the above-noted lease commencement date so all spaces may be prepared for occupancy; the proposed space must satisfy or be capable of satisfying the following mandatory criteria: 1. be located within 500 metres of not less than 75 parking spaces which may include any combination of on site, street or public parking lots; 2. be located within 500 metres of a public transit stop with regular service at no more than thirty (30) minute intervals on working days and have municipal sidewalks leading from the transit stops to the building; 3. be fully accessible to persons with a disability; 4. business hours of operations will be from Monday to Friday 7:00 am to 6:00 pm with the possibility of extended weekday hours and Saturdays; 5. approximately 2,647 um2 of the above mentioned 2,833 um2 must be on the ground floor and the remaining contiguous office space can be located on the second floor; 6. the use of the adjoining buildings and the surrounding area must be compatible with the intended use; the proposed space must be located in the city of Toronto and within the following boundaries (the geographical boundaries include sites on either side of the roads): North: Steeles Avenue West South: Lakeshore Boulevard East to Lakeshore Boulevard West East: Yonge Street West: Highway 427 to Browns Line the proposed space must, on or before the lease commencement date, comply with all requirements contained in PWGSC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F; PWGSC may wish to visit or inspect the proposed space upon reasonable notice; a threat and risk assessment may be required in order to assess potential threats to the security of the proposed space and to the public. Section C: Responses Required by Responses are required by July 4, 2013, before 18:00 hours. Any responses received after this time and date will not be considered. Section D: Information Provided by an Interested Party or an Interested Party’s Agent Information provided by an interested party or by said party’s agent shall include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, and details addressing all of the criteria listed above in Section A. Agents submitting a response to this Request for Qualifications shall provide PWGSC with a letter authorizing them to do so. Section E: Security Requirement The building owner of the proposed space must hold a valid security clearance at the Reliability level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PWGSC. All parties interested in this potential lease project are advised to obtain this mandatory security clearance level in advance. Information regarding security clearance can be obtained on the website of the CISD/PWGSC at http://ssi-iss.tpsgc-pwgsc.gc.ca. This RFQ is issued in order to invite interested parties to demonstrate their capacity to comply with the requirements described herein. Please note that PWGSC reserves its right to cancel this RFQ at any time. Following a visit of the proposed premises, PWGSC reserves the right to proceed with an invitation to submit Offers to Lease by inviting only those interested parties deemed to most effectively meet specific operational, security and public safety requirements. If invited, an interested party must submit an Offer to Lease using the PWGSC Lease Documentation Package that shall explain in greater detail the complete requirements of this proposed lease project. Interested parties not invited to submit an Irrevocable Offer to Lease shall be notified and informed of the reason for such decision.
