    ACAN - Solicitation Number 13-22036 - Icing Tests on Horizontal Stabilizer in Icing Conditions
    
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre identified contractor.  If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met.  Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities. If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract.
    
    Provisions in accordance with the Government Contracts Regulations - only one person or firm are capable of performing the contract.
    
    The National Research Council wishes to award a contract to APS Aviation to support in a collaborative testing between the NRC and the European Aviation Safety Agency.  APS is part of a group – ASGA which is located in Ottawa. ADGA Group is industry leaders in providing professional services and solutions in key areas which will be relevant to the collaborative study which would include, engineering of systems, software, technology, communications, civil aviation and aerospace. 
    The focus of the work will be Aviation consulting, safety and De/Anti-Icing Standards. APS civil aviation services is a certified ISO 9001:2008 that provides professional consulting, research and development and systems maintenance services to all sectors of de-icing/anti-icing expertise and has performed over fifteen years of Research and Development into this area in association with other Government Departments i.e.: Transport Canada, US Federal Aviation Authority (FAA), several major airlines, fluid manufactures, airport authorities, national and international fixed based operators. 
    
    The vast experience and technical expertise of APS in the de-icing field has provided over 100 reference reports that reflect a number of de-icing studies with Transport Canada / FAA Research Program, United Airlines, American Airlines and Canadair Jet Program.  To the best of NRC’s knowledge APS is the sole vendor that’s ability to fulfill our requirement.
    
    This contract continues a major program of research and testing related to aircraft winter operations, much of which has been conducted by the proposed contractor. APS was chosen for this part of the work because the company has developed unique experience in the area of field-testing and laboratory testing of anti-icing fluids.
    
    Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities, in writing, to the Contracting Authority identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements
