NOTICE OF PROPOSED PROCUREMENT

VAC is entering the third year of its Transformation Agenda comprised of 33 projects, objectives of which range from improving organizational structures/processes to IT changes.  The Agenda is overseen by a senior-level steering committee and supported by a rigorous project management (PM) approach. 

In April 2013, the Transformation Steering Committee approved forward plan to develop an enterprise-wide change management (CM) strategy, which will build on the results of a change management health assessment conducted at VAC in December 2012 through March 2013.  In addition to identifying areas of departmental strengths, the health assessment identified a number of areas where the Department could strengthen its capacity to manage change.

Veterans Affairs Canada (VAC) requires professional services to develop a Solutions based Enterprise Change Management Strategy that incorporates immediate activities and actions, a leadership roadmap, and a plan to manage obstacles.

A bid must comply with the requirements of the bid solicitation and meet all mandatory evaluation criteria to be declared responsive.  The responsive bid with the lowest evaluated price will be recommended for award of a contract.

This requirement contains a security requirement.
