    Description
    This procurement has been set aside under the federal government’s Procurement Strategy for Aboriginal Business (PSAB). In order to be considered, firms must certify that they qualify as an Aboriginal business as defined in the PSAB and that they will comply with all requirements of the PSAB.
    
    Requirements under PSAB are not subject to the international trade agreements and AIT does not apply to a procurement that is restricted to Aboriginal businesses under PSAB.
    
    Creel Survey South Thompson River Sport Fishery:
    
    The South Thompson River represents a major sports fishing location.  Trained personnel are required to fulfill data management and monitoring responsibilities for the area on the South Thompson River from Pritchard Bridge in the West to Chase Bridge in the East.     
    
    Requirements:
    
    Conduct patrols to interview fishers for the purpose of collecting harvest information such as type of gear used, length of time spent fishing, species caught and released, hourly levels of effort by gear type (fishing activity), biological sampling, relay of fishing opening or closure information, and reporting of illegal fishing activities.  
    
    Technicians can expect to work in adverse weather conditions, complex terrain, remote areas, close to swift moving water, and must be able to communicate with fishers in a knowledgeable and professional manner.  Therefore technicians must be in good health as they are required to work in a wide range of environmental conditions.    
    
    Fixed schedules must be collaboratively developed in-season to ensure adequate coverage is provided for the recreational monitoring and sampling programs as a result of changing fishing plans.  Days monitored must be random including weekends, weekdays, before noon and afternoon.  All shifts will be complete and all data must be submitted one week following the closure of this fishery.  
    
    Transportation for monitoring remains the responsibility of Contractor.
    
    The contractors’ proposal must include an outline of projected staffing levels, individual training and experience and overall reporting structure.
    
    A technical and cost proposal is required from the Contractor. Proposals must address the requirements of the Statement of Work and the Evaluation Criteria.
