    Description
    Background
    The Public Health Agency of Canada (PHAC) is the federal lead for public health surveillance.  As this mandate requires the collection, analysis, interpretation, publication and distribution of information relating to public health, the extent of the Agency’s surveillance data holdings is significant.  The Agency currently has more than 50 surveillance programs and data holdings which will benefit from a more streamlined, strategic approach to data management. The Agency will also benefit from clarifying its data sharing practices and linkages within the Agency and the Government of Canada and with its external partners. Consequently, one of the four strategic objectives of the PHAC Surveillance Strategic Plan 2013-2016 (PSSP2) is to build a corporate model for data management and technology. This contract therefore aims to have a strategic analysis undertaken to determine how the Agency can streamline the number of software systems housing data holdings, enhance opportunities for linkages across data holdings to better leverage the data, and heighten data quality and security.  
    	
    Scope of Work
    The project includes the assessment and analysis of PHAC’s current and future requirements for surveillance data management and associated architectures, and includes amongst its deliverables, a “roadmap” for the Agency to follow in implementing both.  
    
    The Roadmap must consider Government of Canada strategic directions with respect to data management, application architecture, data security, as well as Health Portfolio (Health Canada and PHAC) approved software and toolsets.
    
    The key components of the project are; (1) Data Management Framework and Roadmap; (2) PHAC Data Acquisition Strategy, and (3) Corporate Data Architecture. The Agency requires a team of three (3) resources composed of a Project Executive (level 3), a Business Transformation Architect (level 3) and an Enterprise Architect (level 3) to assist with the design, development and implementation of these underlying components.   
    
    Minimum Requirements
    CATEGORY: PROJECT EXECUTIVE LEVEL 3
    MANDATORY REQUIREMENT
    M1. The proposed resource must demonstrate a minimum of ten (10) years of relevant experience in management consulting or in a strategic advisor role.
    M2. The proposed resource must demonstrate a minimum of five (5) years’ experience, within the past fifteen (15) years, in the health field.
    M3. The proposed resource must demonstrate a minimum of five (5) years’ experience, within the past fifteen (15) years, in the areas of project management, risk management, and governance/organizational transformation.
    M4. The proposed resource must have held a senior level position leading transformative projects in either public or private sector. 
    -	Large scale projects where the IM/IT operating budget was greater than $50 million.
    M5. The proposed resource must clearly demonstrate five (5) years of experience within the last fifteen (15) years in the development and delivery of presentations to senior management to  communicate project progress, issues, risks, options and recommendations.
    	
    CATEGORY: BUSINESS TRANSFORMATION ARCHITECT LEVEL 3
    MANDATORY REQUIREMENT
    M1. The proposed resource must have obtained a certificate, diploma or degree in a relevant field (e.g. MBA, health or public administration) from a recognized post-secondary institution or an acceptable combination of education, training and/or experience.
    M2. The proposed resource must clearly demonstrate five (5) years of experience within the last fifteen (15) years in the health field.
    M3. The proposed resource must clearly demonstrate five (5) years of experience within the last fifteen (15) years providing strategic advice and analysing and developing business transformation, governance and engagement options.
    M4. The proposed resource must clearly demonstrate three (3) years of experience within the last fifteen (15) years in data management and related operational planning, including assessment and analysis of data requirements to inform data management.
    	
    CATEGORY: ENTERPRISE ARCHITECT LEVEL 3
    MANDATORY REQUIREMENT	
    	
    M1. The proposed resource must have obtained a certificate, degree or diploma in a relevant field (e.g. computer science or engineering) from a recognized post-secondary institution and/or certifying institution.
    M2. The proposed resource must clearly demonstrate five (5) years of experience in an enterprise architecture lead role for business transformation projects.
    M3. The proposed resource must clearly demonstrate experience in identifying technical requirements related to security of storage, transmission and access to highly confidential data.
    M4. The proposed resource must clearly demonstrate five (5) years of experience within the last fifteen (15) years in high level conceptual, logical and physical architectures. 
    	
    Selection Process
    The selection process is a one-stage competitive process wherein Proponents are invited to respond to this RFP and submit information relating to mandatory requirements, technical and price proposals. The proposals will be evaluated and scored as described within the RFP documents. Should Her Majesty elect to proceed with the project, the Proponent with the proposal ranked best value will be invited to enter into a contract for the required services.
    	In case of discrepancies between this Notice and the Request for Proposals (RFP) documents, the RFP documents shall take precedence.

    The Crown retains the right to negotiate with suppliers on any procurement.
