    This requirement is open only to those Supply Arrangement Holders who qualified under Tier "1" (= $0-$2M) stream for Application Services, under the category for:
    
    1.14 Web Developer – Level 3

    Description of the requirement:
    
    The Canadian Coast Guard is seeking professional services from one Level 3 Web Developer to provide:
    
    Webmaster support service to the NOTMAR webmaster in the continuous development and evolution of NOTMAR web portal application (notmar.gc.ca). Tasks will be provided on a regular basis (i.e. daily/weekly) from the NOTMAR webmaster.
    
    The services being requested are to ensure a secure, effective and available web portal tailored to meet client needs and in keeping with the advancement of new technologies and coding structures/languages. NOTMAR information is public domain and is critical in ensuring marine safety. Reliability and Availability of this safety information is of utmost importance, a disruption in service could result in loss of life on Canada's waters. 
    
    The work will be authorized on the basis of “Tasks”. Reporting to the Team Leader within the CCG-AN team, the proposed resource shall perform work such as (but not limited to) the following :
    
    Web Site Management
    
    Responsibilities could include but are not limited to:
    
    - Manage NOTMAR web portal application at all times as well as provide a secure, effective and highly available NOTMAR web portal application, minimizing threats, risks and/or vulnerabilities for NOTMAR clients.
    
    - Administer the NOTMAR web portal statistical analysis to monitor web site activity on system provided by third party external host provider (notmar online client stats as well as mailer stats).
    	
    - Complete deliverable requirements, which are provided by the NOTMAR webmaster, in a timely fashion, which are provided on a continual basis (i.e. daily/weekly) from the NOTMAR webmaster (i.e. NOTMAR mailer, profile and site issues).
    
    The firm is required to provide the following:
    
    -Create web pages including graphics and general web site design. 
    -Develop and implement usability tests, analyse results and modify design accordingly. 
    -Develop flowcharts (web site flow maps) depicting navigation and basic content. 
    -Develop line drawings or block diagrams illustrating the priority of information, links, navigation and space requirements. 
    -Develop content diagrams showing the interactive connection between web pages. 
    -Develop interactive prototypes showing basic form and functionality for both usability testing and presentations. 
    -Specialties could include but are not limited to: ActiveX, EbXML, HML, HTML, Java, JavaScript, .NET, Perl, XML
    -Perform regular vulnerability assessments as requested by the NOTMAR webmaster, providing an official report on findings (Quarterly basis).
    
    Specific Tasks and deliverables will be detailed in task authorization.
    
    Proposed period of contract:
    The proposed period of contract shall be from date of award to 31 October 2014 with options for 2 (two) additional 1 (one) year periods.
