    Introduction
    
    The Chief Informatics Officer at Industry Canada acts as the principal departmental information technology (IT) advisor, and is accountable for the overall performance, effectiveness and efficiency of IT services, policies and resources for the Department.  
    
    The Chief Informatics Office (CIO) Branch offers a wide range of IT products, services and support to Industry Canada employees, and oversees IT planning and governance for the Department.  Its mandate is to maximize the business performance of the Department through modern and progressive management of information technology (IT) services, policies and resources.
    
    The CIO’s IT services contribute to Industry Canada’s strategic objectives by providing reliable and cost effective technology services to support the Department’s business, partnering with IC’s business units to develop innovative solutions to enable business processes, and working to continuously improve IC’s service delivery to Canadians.
    
    As part of this mandate, the CIO Branch has multiple initiatives currently underway, aimed at streamlining or improving services to client groups and developing new services to meet client business or organizational needs.
    
    Industry Canada, in order to meet proposed project schedules has an immediate requirement to augment current staff expertise with specific subject matter experts who will play an integral role in the planning for, execution of and close out of these projects.  Vendor resources will lead and assist in the development and/or provision of:  IC business plans, costing analysis, cost recovery models, business and functional analysis and creation of required project documentation and communications.
    
    
    
    
    
    
    
    
    Scope of Work
    
    The successful vendors’ resources will be assigned directly to the applicable project team, reporting directly to the respective Technical Authority for task assignment and follow-up.  
    
    Each resource has a specific skillset that will assist IC in meeting its existing project commitments and ensuring successful and timely delivery of project milestones.  
    
    Engagements with a specific resource will be initiated and governed by a Task Authorization that will identify the major tasks and deliverables of that engagement. 
    
    
    Resource Categories
    
    It is anticipated that during the course of the engagement, the successful bidder will provide the resources proposed under the following categories on an as and when requested basis.
    1.	B.1	Business Analyst, Level 3
    2.	B.3 	Business Consultant, Level 3

    Key Activities
    
    It is expected that during the term of the resulting contract that proposed resources will perform some, or all of the following tasks:
    
    Business Analyst (4.1), Level 3, tasks may include, but are not limited to:
    •	Develop and document statements of requirements for considered alternatives. 
    •	Perform business analyses of functional requirements to identify information, procedures, and decision flows. 
    •	Evaluate existing procedures and methods, identify and document items such as database content, structure, application subsystems.
    •	Define and document interfaces of manual to automated operations within application subsystems, to external systems, and between new and existing systems. 
    •	Establish acceptance test criteria with client. 
    •	Support and use the selected departmental methodologies. 
    
    
    Business Consultant (4.3), Level 3, tasks may include but, are not limited to:
    •	Analyse project service delivery and recommend opportunities for optimization.
    •	Conduct stakeholder and management engagement and presentation sessions.
    •	Identify organizational and/or project business opportunities for improvement and streamlining of business processes. 
    •	Identify and evaluate critical success parameters, factors and performance measurements.
