Letter of Interest Study on the Cost of Funds and Fundraising Activities of Canadian Lending Institutions for the Government of Canada 1.0 PURPOSE OF LOI The purpose of this Letter of Interest (LOI) is to solicit comments from industry with regard to the study on the cost of funds and fundraising activities of Canadian lending institutions due to unsuccessful solicitation thus far. For the purposes of this LOI, the term "lending institution" is defined as a bank, credit union or caisse populaire, credit card company, savings and loan company, payday loan company, mortgage corporation, financing company, and any other institution that normally lends money or extends credit to consumers as a part of its normal business operations. Fundraising activities are defined as the issuance of debt or equity, the acceptance of deposits and/or the raising of any other form of financial capital. Specifically, Canada is interested in a study of the cost of funds, and the sources of funds raised by lending and credit-providing institutions in Canada used in the normal course of their retail and commercial lending and credit activities. This LOI is intended to enable Canada to consider industry concerns and to permit dialogue between Canada and industry with the view of determining industry's ability to address Canada's requirements. This LOI consists of the following Annexes: a. Statement of Work b. Evaluation Criteria c. Questions 2.0 GENERAL PROCEDURES Responding to this LOI is not, in any way, a prerequisite to responding to an RFP for this requirement, if and when one is issued. This is not a call for Tenders or an RFP, and no agreement or contract will be entered into with any contractor based on the responses to this LOI. The issuance of this LOI is not to be considered, in any way, as a commitment by Canada or as authority for companies to undertake any work, which could be charged to Canada; neither is this LOI to be considered a commitment to issue an RFP for this requirement. Canada shall not be bound by anything stated in this LOI. Canada reserves the right to change all or any part of its requirements. Canada also reserves the right to finalize and implement a procurement approach as it considers appropriate, either based on information submitted in response to this LOI or any other reason whatsoever. 3.0 RESPONSES Respondents are reminded that this is a Letter of Interest (LOI) and not a Request for Proposal (RFP) and, in this regard, respondents should feel free to provide their comments, concerns and, recommendations on how the requirement may be satisfied. Canada supports open dialogue and towards that end, respondents should feel free to contact the Contracting Authority. Respondents are advised to clearly identify those portions of their response that are proprietary to the respondent. Should the respondent provide information in confidence, by indicating that the disclosed information is "Company Confidential" or "Proprietary", Canada will treat the information as such, as provided within the Access to Information Act. Information provided in response to this LOI will be divulged only to individuals authorized to participate in this pre-procurement activity. However, due to the nature of this LOI activity, responders must be aware that aspects of their response may be used as a basis for documents as Canada prepares for any future procurement. Responses to this LOI will not be used to prequalify or otherwise restrict participation in any future RFP. Responses will not be evaluated. Canada will not reimburse any expenditure incurred in preparing responses to this LOI. 4.0 SPECIFIC QUESTIONS Canada requests that all responses to questions (found in Annex C) address the statement of work and evaluation criteria (found in Annex A and B). The respondent should provide any and all information that the respondent considers pertinent. When responding to this LOI, any assumptions respondents may wish to make should be clearly explained. 5.0 CONSULTATION MEETING Canada is interested in understanding any comments, recommendations or concerns that respondents might have concerning the attached annexes and procurement process. Respondents may elect to discuss their response prior to submitting a written response or they may submit a written response only. Discussions will be optional and held at the request of the respondent. All such requests should be e-mailed to the Solicitation Authority identified below. 6.0 SUBMISSION OF RESPONSES It is requested that responses be provided by no later than the date and time stated on page 1 of this LOI.
