    Description
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre identified contractor.  If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met.  Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities. If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract.
    
    Provisions in accordance with the Government Contracts Regulations - only one person or firm are capable of performing the contract.
    
    The NRC/CPFC currently owns three Matrix 105  systems.   Two legacy Matrix 105 Plasma/Ashers from  Matrix Integrated Solutions were purchased locally on the used market when initially fitting up the CPFC Fab about 9 years ago, and additional brand new Allwin21 105R system (Identical replacement). Matrix Integrated Solutions was taken over by Axcelis Technologies Inc. (ATI) in 2003 and the Matrix line of plasma Asher/descum tools were retired as they were not in line with Axcelis market focus. The tools became unsupported by the OEM and the NRC/CPFC has been doing the best to the tools operational with limited success. An opportunity arose when Allwin21 decided to manufacture a direct replacement Matrix 105R in which processes could be directly transferred from the legacy tools to the new supported Allwin format – ideal for a production environment. Alwin21 also decided to add a refurbishment option to the existing unsupported ATI Matrix 105 systems in which obsolete components will be replaced with current supported components and control infrastructure. This option, while not new, also allows for the interchangeability of exact processes and for process methodologies to seamlessly transfer from system to system regardless of vintage.   This is hugely important for us at NRC/ICT as we are now ramping up throughput and now operate two Fab locations.  The refurbishment of this legacy tool is the most cost effective solution for Canada.  This  economical solution will enable NRC with processes which are directly transferable from location to location, minimize training and variables and allow us a redundancy factor in case of unforeseen failures.

    Contract duration is to commence upon contract signature and terminate no later the March 31st 2014. Contract may be subject to negotiation with the supplier.

    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein (including the interdependency criteria from a scheduling perspective with other work being done internally that results in, as well as impacts, the timeline alluded to above), as well as with the necessary expertise and appropriate contacts with relevant and major global semiconductor memory device manufacturers for the associated critical market analyses (and understanding of paths to markets), may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice.  The statement of capabilities must clearly demonstrate how the supplier meets all of the advertised requirements.
