Description of the requirement:
The Chief Information Office needs a Senior Change Management Consultant to develop and implement an Organizational Change Management (OCM) practice. The resource must have significant knowledge and experience on IT transformation initiatives within the Government of Canada.
This resource should have practical experience with ADKAR, or other recognized organizational change management models.
Scope of Work and Deliverables
The resource will provide strategic advice and leadership to the Director General, Project Delivery Office and the various transformation project teams to ensure successful delivery and adoption of the changes being introduced to meet project and operational objectives. The Contractor must be able to work at all levels of the organization and apply practical methods to achieve buy-in and adoption within the organization.
The Contractor will be responsible for the following deliverables and/or activities:
• Facilitating the development and implementation of a change management strategy and plan based on a recognized change management model such as ADKAR;
• Designing and conducting a change readiness assessment in order to plan and carry out the change management strategy;
• Identifying associated issues and risks and proposed mitigation strategies and action plans to minimize impact;
• Providing expertise, consultative advice, guidance and coaching to build project capacity to make effective use of change management strategies and related tools;
• Working in partnership with Communications to ensure that the purpose of change is articulated in a manner that makes sense to staff and provides a compelling picture of the new objectives;
• Ensuring training and education on the skills and behaviors needed to change, including information on how to use new processes, systems and tools, are part of the change management plan; and
• Developing a performance measurement/evaluation framework that will enable performance monitoring and reporting of the change initiative.

The proposed period of contract shall be on an “As and when requested services” from:
Initial Contract Period: Contract award to January 31, 2015 plus 2 option year periods.
