Defence Construction Canada (DCC) – Request for Abbreviated Proposals (RFAP) for Consultant Services – Source List for Cultural and Archaeological Assessment and Monitoring, CFB Kingston (Ontario) Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to establish a Source List to provide “as and when required” professional services specific to Department of National Defence (DND) requirements primarily at Kingston, Ontario, but may also include other locations within Ontario. The objective of this RFAP is to select two (2) firms, who will be placed on a Source List (SL) with DCC to provide services on an “as and when required” basis to a maximum estimated value of $1,200,000, for a period of three (3) years from the date of establishment with option to extend one (1) year and add $800,000.00. Commissions under the SL are expected to be valued between $5,000 and $40,000; the maximum value of a commission is $200,000. The SL is not a commitment by DCC to spend the entire amount. This opportunity follows tendering procedures in accordance with Chapter 10 of NAFTA. Information provided by the Proponents will be evaluated using the established criteria in the RFAP document. The technical criteria relate to achievements and experience, technical and managerial expertise. The two (2) highest ranking firms selected through the evaluation process, including a factor for the price will be invited to be included in the source list. Firms that consider themselves qualified to provide these services are invited to submit their submission on the forms that are available on line from the MERX website at www.merx.com or by calling 1-800-964-6379. To be considered, Abbreviated Proposals must be received at the following address, no later than 14:00 hours local time on April 2, 2014.
