    Description of the requirement:
    
    1.0	Background
    The Information Management Division (IMD), within IMTD, is responsible for the support and implementation of information management on behalf of the CNSC.  This includes the overall requirements for Government of Canada (GoC) IM policy implementation (including Recordkeeping), IM considerations for horizontal projects, and RDIMS/GCDocs on behalf of the CNSC.
    2.0	Objective
    IMD requires the professional services of one (1) Level 2 IM Architect to act as an IM Analyst on the IMTD Case Management Project or other IM/IT projects as required. The resource must be available to work on a full time basis, 37.5 hours per week, for the duration of the contract.
    3.0	Tasks 
    The Consultant’s tasks will include but are not limited to the following: 
    •	Providing information architecture advice, guidance and support to business units and IMTD;
    •	Developing data and information retention and disposition implementation strategies, plans and tools;
    •	Developing and assisting in implementation of Information Architecture (IA) and IM structures and tools, such as metadata models, data dictionaries, models and element sets, and controlled vocabularies and business rules to support implementation;
    •	Ensuring that proposed IA tools will support eventual Enterprise Information Architecture approaches, products and tools, such as the departmental Business Information Architecture, taxonomies and GCDOCS implementation (A Government of Canada standardized version of Open Text Content Server 2010);  
    •	Providing IA advice and tools to enterprise Master Data Management and Business Intelligence initiatives and roadmaps;
    •	Using the CNSC Case Management Tool as and when appropriate.  At this time the Case Management Tool is expected to be the Microsoft Dynamic CRM xRM framework;
    •	Investigating an enterprise metadata capture tool;
    •	Presenting recommendations and architectural documentation to IMTD and business units, and documenting IA challenges and opportunities;
    •	Identify, develop and document CNSC’s recordkeeping requirements for case management, and other information repositories as required;
    •	Participating in the development of documentation such as policies, standards, guidelines and metadata management strategies; 
    •	Developing and assisting in implementation of data migration and conversion including digitization initiatives in line with prescribed IM and IA requirements;
    •	Consulting with business units and enterprise architects to define business drivers and functional requirements for system design projects;
    •	Working with international, GoC (Government of Canada) or departmental information/data standards as input to the design of the case management solution;
    •	Producing information architecture products such as reference architectures, conceptual models, matrices, workflow diagrams, standards for naming, etc. based on requirements and on other architectural tools;
    •	Ensuring that recordkeeping concerns are expressed in the architectural model, especially when there are linkages between the business system under review and other systems;
    •	Developing background documentation to support design decisions;
    •	Producing mapping documents to guide implementation of the new architecture;
    •	Working closely with IM and IT Case Management team members to implement Case Management IA and configuration;
    •	Developing or re-using information architecture models and artefacts, such as logical data views, process diagrams, matrix diagrams, taxonomies and subject areas;
    •	Working with project team and business units to take architectural products and put them into working database models, maps, etc. in preparation for conversion of re-tooling for a business system.
    •	Ensuring the case management solution meets all CNSC recordkeeping requirements.
    
    Security requirement at bid closing: Valid Facility Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
    
    Proposed period of contract:
    
    The proposed period of contract shall be from date of award + 200 days, plus two 60-day options.
