HEALTH CANADA ADVANCE CONTRACT AWARD NOTICE TITLE: Development of Hybrid Models to Predict Spatially and Temporally Resolved Air Pollution Concentrations at Local and National Scales SOLICITATION NUMBER: 1000160585 1. The purpose and explanation of an ACAN An Advance Contract Award Notice (ACAN) allows Health Canada contracting authorities to post a notice on Buy and Sell, for no less than fifteen (15) calendar days, indicating to the supplier community that a good, service or construction contract will be awarded to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. 2. Rights of suppliers Suppliers who believe that they are fully qualified and available to provide the services or goods described in this ACAN may submit a Statement of Capabilities clearly demonstrating how they meet the advertised requirement. This Statement of Capabilities must be provided via e-mail only to the contact person identified in Section 12 of the Notice on or before the closing date and time of the Notice. If there is a reasonable level of evidence regarding capability, the requirements will be opened to electronic or traditional bidding processes. 3. Definition of Requirements or Expected Results • Development of local hybrid models providing daily concentrations of NO2 and PM2.5 for one base year (2009-2011) using national and local LUR surfaces • Development of local hybrid models providing daily concentrations of NO2 and PM2.5 for one base year (2009-2011) using physical air quality models with varying grid sizes (e.g., 4km, 12km, and 21km) • Comparison of local hybrid models to examine the implications of using national versus local LUR surfaces and physical air quality model grid resolution on hybrid model performance • Development of national hybrid models using national LUR surfaces and physical air quality models such as Community Multiscale Air Quality Model (CMAQ) and / or Global Environmental Multiscale model - Modelling Air quality and CHemistry (GEM-MACH) providing daily concentrations for one base year (2009-2011) for NO2 and PM2.5 • Development of national hybrid models using national LUR surfaces and physical air quality modelling surfaces that are made available by Environment Canada to provide daily concentrations for up to 10 historical years (e.g., 2004-2013) for NO2 and PM2.5 5. Minimum requirements Any interested supplier must demonstrate by way of a Statement of Capabilities that it meets the following minimum requirements: a) Experience (at least 5 years in the last 8 years) in conducting and publishing of studies describing the development and modification of atmospheric chemistry based air quality models (AQMs). b) Experience (at least 5 years in the last 8 years) in conducting and publishing studies of air pollution modelling using Community Multiscale Air Quality Model (CMAQ). c) The supplier must have ownership of, or access to required information to generate air pollutant emissions and meteorological information for Canada and the United States necessary to create seasonal and annual air pollution surfaces with national coverage of Canada using CMAQ with a 36, 12 and 4 km grids. d) The supplier must have the in-house capacity to conduct air quality simulations and generate national air pollution surfaces for NO2 and PM2.5 in Canada using CMAQ, as well as proven expertise in generating national air pollution surfaces for Canada using CMAQ. e) The supplier must have ownership and use of existing air pollution surfaces with national coverage of Canada that were created by the supplier using CMAQ. f) The supplier must have the in-house expertise and capacity to conduct air quality simulations and generate national air pollution surfaces in Canada using Global Environmental Multiscale model - Modelling Air quality and CHemistry (GEM-MACH). g) The supplier must have a current, on-site license to use GEM-MACH and previous experience (at least 6 months) using GEM-MACH to generate national air pollution surfaces for Canada. h) The supplier must have previous experience (at least 6 months) conducting air quality simulations using A Unified Regional Air-quality Modelling System (AURAMS). 6. Reason for non-competitive award As per Section 6 of the Government Contracts Regulations (Treasury Board Secretariat Contracting Policy, Appendix B) or the limited tendering is only one person/ firm capable of performing the contract. 7. Applicable trade agreements The North American Free Trade Agreement (NAFTA); the Agreement on Internal Trade (AIT) 8. Ownership of Intellectual Property Contractor will own the IP 9. Period of the proposed contract The services of the Contractor will be required from contract award for approximately (two years); the expected completion date of this project is the 15th day of March, 2016. 10. Estimated value of the proposed contract The total estimated value of the proposed contract should not exceed $110,000.00, including travel and living expenses (if applicable), and all applicable taxes. 11. Closing date and time The closing date and time for accepting Statements of Capabilities is June 5, 2014 at 2:00 PM EDT. 12.
