QUGO0124 - Defence Construction Canada (DCC) – Invitation to Tender Regional Standing Offer Agreement for Laboratory Analysis, geoenvironmental, material and soil engineering, Region of Quebec.

Defence Construction Canada (DCC) is calling for Submission from consulting firms to establish a Standing Offer Agreement to provide “as and when required” Laboratory Analysis specific to Department of National Defence (DND) requirements located in the region of Quebec.

The objective of this Invitation to Tender is to select one (1) firm, who will sign a Standing Offer Agreement (SOA) with DCC for an estimated value of $1,000,000.00 to provide the required services from the date of establishment of the SOA to the same date two (2) years later. 

If mutually agreed between the Consultant and DCC, this SOA may be extended for two (2) additional one (1) year periods and increased in the order of $500, 000 for each additional period.

 The maximum value of each call-up under this SOA is $35,000.  

Average call-ups are expected to be valued between $5,000 and $15,000. 

An SOA is not a commitment by DCC to spend the entire amount.

This opportunity follows tendering procedures in accordance with Chapter 10 of NAFTA.  

It is the intention of DCC to select a Tenderer who has met the mandatory criterion, under Section 5.1 of the ITT, and who has achieved the highest scoring.
