Task and Solutions Professional Services Task Based Supply Arrangement: E60ZN-13TSPS-SAA TIER 1 (< $2M) This requirement is under the Business Consulting / Change Management Stream for the services of two Senior Business Continuity Consultants. ONE CONTRACT IS TO BE AWARDED. 1. TITLE Pan/Parapan American Games Exercise Program Consultants 2. BACKGROUND In November 2009 the Pan American Sports Organization (PASO) awarded the City of Toronto and Greater Golden Horseshoe area the 2015 Pan/ParaPan American Games. On November 5, 2009, The City of Toronto, Province of Ontario and the Federal Government signed a multi-party agreement. Annex A of this agreement commits the project authority to: “Work with the appropriate provincial, local and federal partners to coordinate the whole-of-government multi-jurisdictional all-hazards exercises prior to the event to confirm that the event security structure that is developed functions with the emergency management structures of the host community/province and to confirm preparedness levels specific to the event”. In October 2013, the Pan/Parapan American Games Secretariat (PPAGS) and Office of the Ontario Fire Marshal and Emergency Management Ontario (OFMEM) officially requested the provision of federal support to design, develop, deliver and evaluate the 2015 Pan/Parapan American Games, Provincial Exercise program comprising of Exercises Youthful Spirit Planning Symposium (November 27, 2013), Sustainable Spirit Tabletop Exercise (Fall 2014) and Celebratory Spirit Functional exercise (Spring 2015). 3. SCOPE The Contractor is required to design, develop, deliver and evaluate the joint federal-provincial 2015 Pan/Parapan American Games Exercise program. To accomplish the delivery of the Exercise, two Senior Consultant resources are required: 1. Senior Exercise Controller 2. Senior Exercise Evaluator 4. PERIOD OF WORK The period of the Contract is from date of contract award to June 30, 2015 5. BASIS OF SELECTION Lowest Evaluated Price 6. ENQUIRIES – SOLICITATION STAGE All enquiries must be submitted in writing to the Contracting Authority no later than 5 calendar days before the bid closing date. Enquiries received after that time may not be answered. Bidders should reference as accurately as possible the numbered item of the bid solicitation to which the enquiry relates. Care should be taken by bidders to explain each question in sufficient detail in order to enable Canada to provide an accurate answer. Technical enquiries that are of a proprietary nature must be clearly marked "proprietary" at each relevant item. Items identified as “proprietary” will be treated as such except where Canada determines that the enquiry is not of a proprietary nature. Canada may edit the question(s) or may request that the Bidder do so, so that the proprietary nature of the question(s) is eliminated and the enquiry can be answered to all bidders. Enquiries not submitted in a form that can be distributed to all bidders may not be answered by Canada. 7. SECURITY This requirement contains a security requirement. The Request for Proposal (RFP) documents will be e-mailed directly, from the contracting officer, to the Qualified Supply Arrangement Holders who are being invited to bid on this requirement.
