1. Scope 1.1. Title First Nations’ Regional Health Survey (RHS) Data Requests 1.2. Introduction Through this contract, Health Canada’s First Nations and Inuit Health Branch (FNIHB) will obtain tabulated data from the First Nations Regional Health Survey (RHS) to inform program and policy development. 1.3. Objectives of the Requirement The objective of this Service Contract is to provide Canada with tabulated data from the RHS. 1.4. Background and Specific Scope of the Requirement The mandate of Health Canada’s First Nations and Inuit Health Branch (FNIHB) is to inform the First Nations health policy and program agenda while supporting the health and well-being of First Nations. To meet its objectives, FNIHB requires quality and relevant health information on the First Nations population residing on-reserve and in northern First Nation communities. The RHS, conducted by the Contractor, comprises the most comprehensive and timely data available on the health and socio-economic well-being of First Nations living on-reserve and in northern First Nations communities. Over the past 17 years, the RHS has successfully collected important First Nations data, while building capacity through a culturally relevant and respectful survey research process. FNIHB is interested in using data from the RHS to support research and evidence-based decision-making for program and policy development, particularly for program areas that are designed to improve the health and well-being in First Nation communities. RHS Data Tables will be used to produce in-house products which will be made available to policy and program users/clients within the branch. As steward of the RHS data, the Contractor is the only organization with the authority or capability to provide access to previously unpublished RHS data. 2. Requirements 2.1. Tasks, Activities, Deliverables and Milestones The Contractor shall provide statistical, research, technical and analytical support to Canada to facilitate the use of and access to the RHS data, as required. The Contractor shall provide Canada with corresponding technical documentation that is relevant in the interpretation of the RHS data (e.g. data dictionaries, sampling methods, weighting used, technical reports and limitations on data use). The Contractor shall ensure its resources have knowledge of: • RHS data collection techniques and methodologies including principles, research ethics and cultural framework; • sampling techniques, weighting information, and data interpretation methods to conduct assistance in complex statistical research projects; and/or analyses. • statistical data retrieval methods and corresponding statistical software packages. RHS Data Tables: • The Contractor shall produce and provide Canada with RHS Data Tables by email or by other electronic medium in Microsoft Excel spreadsheet format on an as-needed basis for the duration of this Service Contract. The Contractor shall review Canada’s requests for additional RHS Data Tables in a timely manner. Requests are subject to the approval of the FNIGC’s board of directors or delegated authority. No payment shall be owed by Canada for requests for data tables that are not approved. If approved, the parties will agree to a specific delivery date at that time. • Prior to delivering the RHS Data Tables to Canada, the Contractor will suppress the statistics included in the RHS Data Tables in accordance with the Contractor’s standard disclosure rules. • Canada shall maintain a list of directorates within FNIHB to whom the RHS Data Tables have been distributed and shall provide the Contractor with a copy of the list once per year for ten years beginning on the first anniversary of the day this Service Contract takes effect. • The intellectual property rights granted in relation to the RHS Data Tables are in Appendix “B” Intellectual Property – RHS Data Tables attached to this Service Contract. • Canada shall ensure that FNIHB’s employees and contractors who use the RHS Data Tables are aware of the licence terms and agree to abide by the same terms. Option to Extend The Contractor grants to Canada the irrevocable option to extend this Service Contract by an additional one (1) year period under the same terms and conditions. 2.1. Specifications and Standards Not applicable 2.2. Technical, Operational and Organizational Environment Not applicable 2.3. Method and Source of Acceptance Not applicable 2.4. Reporting Requirements The Contractor and Project Authority will have monthly meetings to discuss progress and emails will be exchanged as required. 2.5. Project Management Control Procedures The individual identified in the proposal as the Project Coordinator shall: • Liaise with the Contractor on at least a monthly basis throughout the project term • Act as the liaison between FNIHB policy and program representatives and the Contractor to facilitate requests for specific tabular data. 3. Additional Information 3.1. Authorities The Project Coordinator is Rene Dion, Manager, Health Information Policy and Coordination Unit, First Nations and Inuit Health Branch 3.2. Canada’s Obligations Canada will provide: • Access to a staff member who will be available to coordinate activities • Other assistance and support to the contractor on an as needed basis 3.3. Contractor’s Obligations • Unless otherwise specified, the Contractor must use its own equipment and software for the performance of this Statement of Work. 3.4. Location of Work, Work site and Delivery Point The location of work will be at the Contractor’s offices in Ottawa, Ontario. All work products will be delivered via email. 3.5. Language of Work The Contractor shall provide its services in English. 3.6. Special Requirements None 3.7 Insurance Requirements It is the sole responsibility of the Contractor to decide whether or not any insurance coverage is necessary for its own protection or to fulfill its obligations under the contract and to ensure compliance with required federal, provincial or municipal law. Any such insurance shall be provided and maintained by the Contractor at its own expense. 3.8 Travel and Living Not applicable 4. Project Schedule 4.1. Expected Start and Completion Dates The services of the Contractor will be required for a period of approximately 5 years commencing on or about April 1, 2014. The expected completion date of this project is March 31, 2019. The Contractor shall grant Canada the irrevocable option to extend this Service Contract by an additional one (1) year period under the same terms and conditions. 4.2. Schedule and Estimated Level of Effort (Work Breakdown Structure) Refer to section 2.1. 5. Required Resources or Types of Roles to be Performed As collector and steward of the RHS data, the Contractor is the only organization with the authority or capability to provide RHS tabulated data. 6. Applicable Documents and Glossary 6.1. Applicable Documents None 6.2. In this Service Contract, "Intellectual Property Right" means any intellectual property right arising out of the Work performed by the Contractor; “Research Product” means a written analysis of the RHS Data Tables which may include the citation of supporting RHS Data Table content such as Statistics and Table Text; “RHS Data Tables” means the RHS data tables produced by the Contractor as part of this Service Contract. “Statistics” means the numeric survey data, including but not limited to counts, percentages, averages, and standard errors, that are contained in the RHS Data Tables; “Table Text” refers to the text incorporated into or accompanying the RHS Data Tables, including but not limited to table titles, row and column titles, and notes; “Work” means everything the Contractor is required to do under this Service Contract.
