    Description
    The National Capital Commission (NCC) is seeking proposals for the delivery of recreational and maintenance services in Gatineau Park for a 5-year period, from April 1, 2015 to March 31, 2020, with the possibility of an additional 5-year option.
    
    The scope of work will involve maintenance of park facilities and developed sites, the management of recreational facilities such as trails, beaches and campsites, and the collection of user fees on behalf of the NCC.  The NCC will continue to provide planning and overall management of this important federal natural and cultural area in the National Capital Region.
    
    This Request for Proposals (RFP) is divided into two parts. Part I includes six sections, as follows. Section 1 (Introduction) of this document describes the context of the services required, establishes the proposed duration of the Contract and provides a brief summary of both the Contractor’s and NCC’s responsibilities. Section 2 (General Conditions) establishes the general terms and conditions of the Contract (legal aspects). Section 3 (General Requirements) provides the contractual obligations applying to the entire Contract. Section 4 (Services) includes all of the general maintenance and recreation services to be provided as part of this Request for Proposals. Section 5 (Reports) describes all of the reports to be produced and submitted as part of this Contract. Finally, Section 6 (Proposals) provides all the information required to submit a proposal and explains the proposal evaluation and selection process. Part II of this RFP includes the maps illustrating the relevant sites and infrastructures throughout Gatineau Park.
    
    The recreation and maintenance services contract includes a broad range of services, including landscaping and maintenance of civil works, snow and ice removal, trash collection and site clean-up, information services, user fee collection, development and maintenance of summer and winter trails, beach and beach activities management, overnight accommodations management, program and/or special activities and events support in all Gatineau Park sectors, along with maintenance services at the Mackenzie-King Estate. The Contract also requires the Contractor to provide a number of reports to the NCC. 
    
    Site Visit (non-mandatory)
    Proponents are invited to attend, at their cost, a Gatineau Park site visit. The site visit will commence promptly at 8:30 am local time on August 21, 2014 at the Gatineau Park Visitor Centre, 33 Scott Road, Chelsea, Québec. The site tour is expected to conclude at approximately 5:00 pm. 
    Attendance at the site visit is limited to no more than two (2) representatives per proponent. Proponents are asked to e-mail confirmation of their attendance at the site visit by no later than August 19, 2014, to the attention of François Leclerc (francois.leclerc@ncc-ccn.ca). The NCC will provide bus transportation for the site visit. Proponents are advised to be on time. The site visit will consist of a tour of selected sites. It is highly recommended to participate in the site tour to obtain proper knowledge of the scope of the work required.

    There is no public opening scheduled.
    
    The procurement process of this tender is subject to Chapter 5 on the Agreement on Internal Trade.
