    Description
    1.	Requirement Summary
    
     Public Safety Canada requires the services of auditors to conduct Grant and Contribution recipient audits, as and when requested for the FNPP (First Nations Policing Program) the National Crime Prevention Centre, the Policy Development Contribution Program (PDCP) and the Aboriginal Community Safety Development Contribution Program (ACSDCP).
    
    
    2.	Scope
    
    
    Public Safety’s decision to Audit particular agreements is based on a Risk Assessment process and is also dependent on any particular issues that might be at play in the communities or recipients serviced by an agreement at the time.  As a result, it is not possible to specifically identify which agreements would be audited in future years.  Where applicable, a general estimate of work has been provided below and is separated by work stream. Public Safety Canada reserves the right to include audit recipients or programs not listed in this requirement.
    
    
    2.1	First Nation Policing Program Audits
    
    Annually, Public Safety Canada may have a requirement for an audit related services related to the financial and non-financial terms and conditions of FNPP self-administered agreements.  It is anticipated, based on past requirements, that Public Safety will require audits covering up to approximately six self-administered agreements across Canada annually.  
    
    It is anticipated, upon contract award a task authorization will be issues for work required prior to March 31 2015.  Public Safety Canada requires the completion of an audit on the financial and non-financial terms and conditions of five (5) First Nation Policing Program (FNPP) self-administered Agreements located in the provinces of Ontario and Québec  The five police agreements are:  Lac Seul, Treaty Three and United Chiefs and Councils of Manitoulin (UCCM)  Police in Ontario; Kativik  and Odanak/Wolinak  in Québec.
    
    2.2 	National Crime Prevention Centre
    
    Annually, Public Safety Canada may have a requirement for an audit related services related to the financial and non-financial terms and conditions of NCPC contribution programs.  It is anticipated, based on past requirements, that Public Safety will require approximately three or four recipient audits within a fiscal year. 
    
    NCPC is still reviewing contribution agreements that will be audited fiscal year FY 14-15. A list of potential recipients is found in Appendix 1 to the Statement of Work.  It is anticipated three recipient audits shall need to be completed by March 30 2015.
    
    
    2.3	Policy Development Contribution Program and the Aboriginal Community Safety Development Contribution Program.
    
    Annually, Public Safety Canada may have a requirement for audit related services related to the financial and non-financial terms and conditions of the PDCP and ACSDCP contribution programs.  It is anticipated, based on past requirements, that Public Safety will require approximately one or two recipient audits within a fiscal year.  There is no requirement for an audit to be performed in fiscal year 2014-15.
    
    
    3.	Requirement reserved for aboriginal business
    
    This procurement is set aside for aboriginal business under the federal government’s Set-Aside Program for Aboriginal Business (SPAB).
    
    This procurement is set aside from the North American Free Trade Agreement (NAFTA) under Annex 1001.2b, Article 1(d); and World Trade Organization - Agreement on Government Procurement (WTO-AGP) under Appendix 1, article 1(d).
    
    This procurement is set aside from the international trade agreements under the provision each has for set-asides for small and minority businesses."
