MD143002 - Defence Construction Canada (DCC) – Request for Abbreviated Proposals (RFAP) – Standing Offer Agreement (SOA) for Mechanical Engineering Consultant Services, Suffield Alberta.

Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to establish a Standing Offer Agreement to provide “as and when required” professional services specific to Department of National Defence (DND) requirements at CFB Suffield, Alberta.

The objective of this RFSOA is to select one (1) firm, who will sign a Standing Offer Agreement (SOA) with DCC to provide services on an “as and when required” basis to a maximum estimated value of $600,000.00, for a period of one (1) year from the date of establishment. 

If mutually agreeable between the Consultant and DCC, the SOA may be extended for up to two (2) additional one (1) year periods with no additional funding.

Call-ups under the SOA are expected to be valued between $3,500 and $30,000; the maximum value of a Call-up is $75,000.  

This opportunity follows tendering procedures in accordance with Chapter 10 of NAFTA.  

The Security Requirements for this project are identified in the Tender Documents.

Information provided by the Proponents will be evaluated using the established criteria in the Request for Technical Proposal document. The criteria relate to achievements and experience, technical and managerial expertise, and consultant coordination.  The highest ranking firm selected through the evaluation process, including a factor for the price element, will be invited to negotiate a standing offer agreement with DCC.
