    Description
    Title: Digital Video Surveillance Equipment
     
    The RCMP has a requirement for video surveillance equipment at two locations: Ridge Meadows Detachment and Langley Detachment.
    
    Ridge Meadows:
    
    The Ridge Meadows RCMP Detachment has a video system that currently records 28 cameras in three different buildings located in Maple Ridge.  This system includes both analogue and digital cameras that are recorded currently on three separate systems.  
    The goals of this project are to:
    •	Modernize parts of the existing system by transitioning to a fully digital system.
    •	Purchase new video cameras to meet requirements as outlined by Provincial Policing Standards 
    •	Add new cameras to other areas to increase the monitoring capability of the system.
    •	Amalgamate software into one system using Genetec OmniCast 4.8 software.
    
    The equipment types required are:
    •	Standard – general security camera 
    •	Exterior  – wall mounted or sconce style mount,  designed for weather exposure and low light
    •	Interview Room – camera is used to record both audio and video and can be controlled with a switch to start and stop the recording.
    •	Cell – camera is installed in a housing designed for use in a cell.  The camera must meet certain safety requirement as outlined in RCMP policy.  In addition, it is fitted with a wide angle lens to enable a single camera to capture the entire room.
    •	Software Genetec OmniCast upgrade from 4.0 to 4.8 & Genetec Security Centre.
    
    The Ridge Meadows RCMP Detachment is currently running three types of software systems, Genetec Omnicast, Panasonic ND400 and Security planet.  We want to amalgamate all systems on to the Genetec OmniCast system and upgrade the software from version 4.0 to version 4.8.  All new equipment purchases must be supported by this version of software.
      
    Langley Requirement:
    
    The Langley RCMP Detachment has a video system that currently records 49 cameras in the main detachment located in Langley.  This system includes both analogue and digital cameras that are recorded on a centralized digital video system.  
    The goals of this project are to:
    •	Continue to use existing analog cameras located in Cells, and use encoders to convert analog to digital signal to the LAN Room.
    •	Add new cameras to other areas to increase the monitoring capability of the system. 
    
    The camera equipment types required are:
    •	Standard – general security camera
    •	Exterior  – wall mounted or sconce style mount,  designed for weather exposure
    
    The Langley RCMP Detachment is currently running ExacqVision NVR Model 3208-96-24TB-R4HZ-RAID-1A, with approx. 34 TB of disk space, and software version 6.4.2.67554.  All new equipment purchases must be supported by this version of software and hardware.

    Contract Period:
    All the goods required must be received on or before January 30, 2015. For a 1-year period, Canada will be granted the irrevocable option to acquire the goods, services or both described in the resulting contract. 
    
    No Substitute Products (where specified):
    Bidders must provide products that are of the same description, brand name, model and/or part number as detailed in the item description of the bid solicitation. Bidders are advised that substitute products will not be considered.
    
    Trade Agreements:
    The requirement is subject to the provisions of the Agreement on Internal Trade (AIT). The requirement is for equivalent products and no substitute products.  No substitute products is supported by AIT Limited Tendering Provision at 506.12 a) compatibility with existing products, maintain specialized products that must be maintained by the manufacturer or its representative.

    There is a no security requirement associated with this Contract
