Notice of Proposed Procurement (NPP) – Correctional Service Canada (CSC) – Kingston Area Parole

This requirement is for:  Correctional Service of Canada Urinalysis Collection 

Trade agreement:	 This procurement is not subject to any trade agreement.

Tendering procedures: All interested suppliers may submit a bid.

Competitive Procurement Strategy: Mandatory requirements and lowest priced compliant bid.

Set-aside under the Procurement Strategy for Aboriginal Business: This procurement is not subject to any set-asides for Aboriginal Suppliers.

Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.

Security Requirements: This contract does include security requirements.

Nature of Requirements: 

The following is a summary of the statement of work for this requirement:

Correctional Service Canada has a requirement for a source(s) to provide Urinalysis Collection  services  for the Kingston Area Parole District. 

 Objectives: 

Collections will occur in the area designated by the offender’s Parole Officer or Parole Officer Supervisor, including in parole offices, Community Residential Facilities, or an offender’s private residence. The Contractor will collect samples, prepare the necessary paperwork and dispatch the samples to the laboratory for testing.  The Contractor may be required to attend/testify at court or disciplinary hearings.

Deliverables: 

The contractor will be responsible for the collection of approximately 600(estimated number, not guaranteed) urine samples from conditionally-released, federal offenders under forensic conditions and in accordance with specific sections of the Corrections and Conditional Release Act Statute, Regulations and the applicable Correctional Service Canada Policy.  Collections will normally occur between 07:00 and 18:00 hours, Monday to Friday. There may be requirements to collect on weekends, after normal working hours and in emergency situations.  

The contract period will run from approximately  March  1, 2015 to February 29, 2016, with an option to renew annually for up to two(2) additional years upon mutual consent from both parties.

After contract award, bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within fifteen (15) working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
