In accordance with the rules, regulations, statutes, guidelines and professional associations of the Province of British Columbia, Defence Construction Canada (DCC) is calling for Abbreviated Proposals from consulting firms to establish a Standing Offer Agreement (SOA) to provide "as and when required" professional services specific to Department of National Defence (DND) requirements in Comox, British Columbia. The objective of this Request for Abbreviated Proposals (RFAP) is to select two (2) firms who will each sign a Standing Offer Agreement (SOA) with DCC to provide the required services on an “as and when required” basis for a period of two (2) years from the date of award. The maximum estimated value of the SOA over two (2) years is $900,000, which will be split 60% - 40% in favour of the top ranked Proponent. If mutually agreeable between the Consultants and DCC, each SOA may be extended for up to one (1) additional one-year period, without any increase in funding. Call-ups under the SOA are expected to be valued between $5,000 and $75,000. The maximum value of a Call-up is $125,000. The SOA is not a commitment by DCC to spend the entire amount. This opportunity follows tendering procedures in accordance with Chapter 10 of the NAFTA. Information provided by the Proponents will be evaluated using the established criteria in the RFAP document. The technical criteria relate to depth and completeness of the proposed team, achievements and experience, technical and managerial expertise, and team coordination. The price component relates to personnel Charge Out Rates and travel expenses. The two (2) highest ranked firms selected through the evaluation process, including a factor for the price element, will each be invited to sign an SOA with DCC. Firms that consider themselves qualified to provide these services are invited to submit their qualifications on the forms that are available on-line from the MERX website at www.merx.com or by calling 1-800-964-6379.
