    Retainer Services - Energy Sector
    
    Deliverable:  Client Retainer Database and Gas Supply Forecast and Model Service. North American gas production data and forecast by region, pipeline flow data, LNG import data, storage data, supply and consumption balance data.
    
    Historical database of monthly North American regional production, production by company (Top 20 producers by region), Gulf of Mexico production, pipeline flows by system, pipeline flows by region, monthly gas storage by region, supply and consumption balance.  Coverage includes the U.S., Canada and Mexico.  Natural gas drilling and deliverability forecast to 2016 by region in North America (U.S., Canada and Mexico).  Access to the Supply Model is included to allow the user to develop their own deliverability forecast or check the sensitivity to drilling activity by changing the schedule of wells in the model.  Service also provides access to Lippman Consulting’s extensive supply knowledge.
    
    The data, forecast, modeling capability and access to U.S. supply experts is used for the U.S. component of North American gas supply and pipeline flow analyses in the Energy Futures Report, and in the annual Summer and Winter Gas Outlooks.
    
    The integrated nature of the North American gas market means that developments in the U.S. can have a significant effect on the Canadian market.  As a result, it is important for the Energy Supply Team to have a good knowledge of North American production, pipeline flow performance, storage, LNG imports and consumption.  Much of the data from Lippman Consulting is updated on a daily basis and the rest monthly.  Such a current and comprehensive data set is not available elsewhere.
    
    The National Energy Board, Energy Supply Team fully support the techniques used in the Lippman supply forecasting model as they are similar to those used by the Energy Supply Team to forecast WCSB deliverability.  This service divides North American gas supply into 90 separate groups on the basis of geographic region and supply type within the region.  Most of the LCI Energy Insight (formerly Lippman Consulting) staff has been involved in U.S. supply analysis for many years and this knowledge enables them to accurately group wells with similar geological and producing characteristics.  This level of detail and expertise is not available in other forecasts.

    Reason for Single Tendering Conditions:  In accordance with the Government Contract Regulation exception, this requirement is being directed to the proposed Contractor who is the only known company capable of performing the contract.
