    Task-Based Informatics Professional Services (TBIPS) Requirement
    
    This requirement is for the Canadian Nuclear Safety Commission.
    
    This requirement is open only to those Supply Arrangement Holders who qualified under Stream 1 for Applications Services.
    
    This requirement is open only to those invited TBIPS Supply Arrangement Holders who qualified under the category A.7 Programmer/Analyst

    Description of the requirement:
    
    The CNSC requires the full time professional services of one (1) Level 3 Programmer Analyst with experience in IBM WebSphere MQ (Message Queuing) or similar MQ systems.  The goal is to work by overseeing numerous aspects of IBM WebSphere MQ deployment at CNSC and configurations, including architectural designs, implementation, standards, integration, monitoring, root cause analysis and performance tuning.  The Programmer Analyst may also be required to provide .Net development services in support of IMTD application development and enhancement of existing applications.
    
    Once solutions are implemented, the Programmer Analyst will work closely with the Technical Lead for the project and the Technical Architect to administer load testing and then performance tune WebSphere MQ and Message Broker activity in the production environment. Additionally, the Programmer Analyst will manage and maintain the environments by automating systems management and monitoring activities; and will assist application development teams to troubleshoot integration and infrastructure issues.

    Tasks to be performed
    
    The Programmer Analyst’s tasks include but are not limited to the following: 
    
    •	Interpreting and clarifying business and/or functional requirements in order to develop IT solutions
    •	Create and modify C# code to use the IBM WebSphere MQ Client API’s to create and handle messages.
    •	Create C# code to send and receive/parse XML messages to the IBM WebSphere MQ queues.
    •	Develop WCF and RESTful web services using .NET 4.5 and C#.
    •	Create and modify screens and reports
    •	Develop multi-tier solutions (including User Interface (UI), business layer and data access layers) following Object Oriented and Service-Oriented Architecture (SOA) best practices;
    •	Develop quality solutions using C#, VB.Net, ASP.Net, .Net Frameworks 4.0 and 4.5, Enterprise library 4.x and 5.x, Web Client Software Factory; 
    •	Develop HTML5 user interface using JavaScript, CSS, third party controls, Model View Controller (MVC) development pattern and C# for code behind as defined by IMTD standards and templates; 
    •	Develop reports using the Microsoft SQL Server Report Builder and the DynamicPDF reporting tools. 
    •	Document system design and detailed deployment instructions;
    •	Re-use existing web services, developed by IMTD;
    •	Maintain standard Look & Feel as defined by IMTD, when applicable;
    •	Create/Perform unit testing of the solution modules during development; 
    •	Respond to bug reports and fix issues in a timely fashion;
    •	Provide Knowledge Transfer to ASD staff as and when required.
    
    Security requirement at bid closing: Resource must be cleared to Secret. Company must hold a valid FSC at the level of Secret, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
    
    Proposed period of contract:
    
    The proposed period of contract shall be from date of award + 230 days, plus two 120-day options.
