    DESCRIPTION OF REQUIREMENT
    
    The Canada Revenue Agency (CRA) has a requirement for office supplies to be supplied and delivered to employees of the Agency located in offices across Canada on an as and when requested basis in accordance with the Statement of Work attached herein as Annex A and Annex C: Requirements for a CRA Synergy Solution.
    
    Office supplies include: writing paper and pads, boards and accessories, planning systems (including any seasonal dated products that the Contractor makes available to the general public), mailing supplies, desk supplies, batteries, electrical cords, cutting tools, tapes, lamps and light bulbs, removable storage media, writing instruments (including refills), computer accessories (mouse and keyboard wrist wrests, display glare screens), paper processing machines and accessories, adding machines, laminating supplies, folders, binders and indexes, labels and labeling machines, binding and laminating machines, office machine accessories, organizers and accessories, fastening supplies, locks and security hardware, ergonomic support aids, business cases, clocks, dictionaries, cash handling supplies, drafting supplies, identification documents, and paper towels.
    
    This requirement does not include: copy paper, toner, custom stamps, cleaning agents, furniture and chairs, monitors, mice and keyboards, photocopiers, fax machines, cameras, catering supplies, telephones, and shredders. 
    
    It is the CRA’s intention to award one Contract to fulfill the requirement. The period of the contract will be for two (2) years with five (5) options to extend the period by one year each.
    
    The Agency will include a minimum spend commitment of $1,000,000.00 Canadian over the entire period of the resulting contract, which includes any exercised option periods, including any extension period thereof. 
    ARIBA SUPPLIER NETWORK (ASN) MEMBERSHIP REQUIREMENT 
    The CRA’s e-commerce solution for ordering, receiving and reconciling goods and services is an Ariba tool which has been branded internally as “Synergy”.  Synergy is being used in this requirement in order to expedite the ordering process under any resulting contract.
    The highest-ranked Bidder must become a member of the ASN prior to Contract award, and maintain membership in the ASN throughout the period of any resulting Contract.  All costs associated with this membership shall be borne by the Bidder.

    CONTRACTOR SELECTION METHODOLOGY
    
    A bid must comply with the requirements of the solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be considered the highest ranked Bidder and will be recommended for award of a contract.
