    Background:
    
    The Chief Electoral Officer of Canada, an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The Chief Electoral Officer of Canada heads the Office of the Chief Electoral Officer, commonly known as Elections Canada.
    Description:
    EC is expected to provide accommodation to ECSN Advisors from outside the NCR (OOTs) in preparation of the General Election of 2015.
    The objective is to establish a contract with a venue that can accommodate a group of up to 50 guests in single occupancy.  The range and timing of occupancy is determined by a deployment decision taken at regular intervals by Senior Management in order to establish the needed capacity at ECHQ to ensure operational readiness in preparation for the General Election of 2015. The nightly rate should be reasonable (government rate or better – see http://rehelv-acrd.tpsgc-pwgsc.gc.ca/rechercher-search-eng.aspx for information).
    The SOW outlines the services that will be required by Elections Canada.
    
    Period of the Contract:
    
    The Contract period will be from the Effective Date of the Contract to December 31, 2015.
    
    The bidder grants to Elections Canada the irrevocable option to extend the Term of the Contract by two (2) additional periods of up to 12 months, under the same terms and conditions.
    
    Evaluation Methodology:
    Proposals will be evaluated in the following progressive stages: 
    Phase 1 – Mandatory Technical Evaluation
    Phase 2 – Rated Technical Evaluation
    Phase 3 – Financial Evaluation 
    Phase 4 – Determination of Highest Ranked Bidder
    
    Neither the responsive proposal obtaining the highest technical score nor the one with the lowest evaluated price will necessarily be accepted. The bidder with the Phase 4 Proposal with the highest combined evaluation score will be considered for the award of a contract.
    
    International Trade Agreements:
    The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO–AGP) and the Agreement on Internal Trade (AIT).
    
    Elections Canada retains the right to negotiate with suppliers on any procurement.

    Proposals must be provided directly to the Contracting Authority. Proposals must be delivered to the following address, sealed, on or before February 6, 2015 at 2:00 PM (Gatineau Time).

    Bids received after the stipulated closing date and time will not be accepted and will be returned unopened to the bidder. If a late bid must be opened to determine the name and/or address of the bidder or the nature of the enclosure, a covering letter will be sent to explain the necessity of opening the bid.

    All enquiries and other communication with Elections Canada officials are to be directed ONLY to the Contracting Authority. The Contracting Authority will be the bidder’s primary contact. All requests for information must be directed to this contact. Bidders who contact anyone other than the Contracting Authority may be disqualified.  All enquiries must be submitted in writing to proposal-proposition@elections.ca no later than 5 calendar days before the RFP closing date.  Enquiries received after that time may not be answered.
