One contract will be awarded. 1. TITLE Emergency Management Stakeholder Engagement Strategy 2. OBJECTIVE Public Safety Canada (PS) requires the development of an Emergency Management (EM) Stakeholder Engagement Strategy (the Strategy). The Strategy must address sustainable practices for managing EM stakeholder engagement and will be used to better support the development and delivery objectives for strategic policy, programs, and operations. The strategy must address immediate/on-going, emerging, and future needs. 3. SCOPE The EM Engagement Strategy will be designed and implemented in a context of a changing risk and hazard environment, which is inspiring a shift of approach to EM in Canada. Going forward, stakeholder engagement will be regarded as any a core business activity/line and be an integral component in support of achieving strategic EM goals. An effective stakeholder engagement strategy for EM will enhance EMPB’s ability to coordinate among stakeholders, to seek advice, and to develop policies and programs informed by stakeholders and civil society The EM Engagement Strategy must: 4.1 strengthen EMPBs capability to respond to changing needs of its stakeholders; 4.2 be aligned with Department’s stakeholder engagement approach and emerging EM approach – that is a rethinking of how PS/EMPB does its EM business and how it approaches its stakeholder relationships; 4.3 support the achievement of departmental and branch policy and program priorities; 4.4 enhance capacity to align engagement practices with the philosophy of Open Government 2.0 as a possible engagement tool to reach out to a broader cross section of society when doing the business of EM; 4.5 ensure that the advancement of stakeholder goals and objectives are addressed as part of engagement; 4.6 facilitate collaborative direction setting on appropriate engagement initiatives; 4.7 contribute to the fulfillment of international and domestic EM obligations and commitments; and 4.8 encourage effectively planned, implemented, assessed, and resourced activities through the annual budgeting process. 4. PERIOD OF WORK The Work is to be performed from date of contract award to April 30, 2015. Option to Extend the Contract The Contractor grants to Canada the irrevocable option to extend the term of the Contract by up to one additional one-year period under the same conditions. The Contractor agrees that, during the extended period of the Contract, it will be paid in accordance with the applicable provisions as set out in the Basis of Payment. Canada may exercise this option at any time by sending a written notice to the Contractor before the expiry date of the Contract. The option may only be exercised by the Contracting Authority, and will be evidenced for administrative purposes only, through a contract amendment. 5. BASIS OF SELECTION Highest Combined Rating of Technical Merit 70% and Price 30% 6. ENQUIRIES – SOLICITATION STAGE All enquiries must be submitted in writing to the Contracting Authority no later than five (5) calendar days before the bid closing date. Enquiries received after that time may not be answered. Bidders should reference as accurately as possible the numbered item of the bid solicitation to which the enquiry relates. Care should be taken by bidders to explain each question in sufficient detail in order to enable Canada to provide an accurate answer. Technical enquiries that are of a proprietary nature must be clearly marked "proprietary" at each relevant item. Items identified as “proprietary” will be treated as such except where Canada determines that the enquiry is not of a proprietary nature. Canada may edit the question(s) or may request that the Bidder do so, so that the proprietary nature of the question(s) is eliminated and the enquiry can be answered to all bidders. Enquiries not submitted in a form that can be distributed to all bidders may not be answered by Canada. 7. SECURITY This requirement contains a security requirement.
