    Description
    A.	PROJECT DESCRIPTION AND LOCATION
    The Government of Canada, through the Department of Foreign Affairs, Trade and Development (DFATD), requires professional Mechanical and Electrical Engineering and Commissioning services, in support of its construction and maintenance projects in various international locations. These services are to be used on an as needed basis. 
    
    B.	GENERAL SERVICE REQUIREMENTS
    This solicitation seeks a proponent to supplement the department’s limited capacity for mechanical and electrical engineering and commissioning quality assurance work and will include services such as, independent design reviews, on-site commissioning inspections and supervision, limited design work. 
    
    C.	TEAM ORGANIZATION
    Staffing shall be on an as needed basis, with emphasis on the involvement of highly qualified experts. Staff resources provided for this contract shall be of the highest possible calibre in keeping with the criteria established in the RFP.
    
    The minimum staff availability shall consist of:
    
    One Principal Mechanical and one Principal Electrical Engineer
    Two Senior Mechanical and two Senior Electrical Engineers
    Two Intermediate Mechanical and two Intermediate Electrical Engineers
    Two Principal Mechanical Technician/Technologist, and Two Principal Electrical Technician/Technologist
    
    
    D.          SUBMISSION REQUIREMENTS
    	To qualify, Proponents must meet the Mandatory Requirements set out in the RFP.  Proposals not meeting the Mandatory Requirements will not be given any further consideration.  Submissions meeting the Mandatory Requirements shall be evaluated according to the criteria and point rating set out in the RFP.

    Proponents shall order from GETS the Request for Proposals (RFP) documents which include the Draft Contract.  Proponents may reference the Request for Proposals (RFP) for information on the evaluation and selection process.
