ADVANCE CONTRACT AWARD NOTICE (ACAN) 1. Definition An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their Statement of Capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities. If other potential suppliers submit Statement of Capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract. 2. Definition of Requirements Natural Resources Canada’s (NRCan) Climate Change Impacts & Adaptation Division (CCIAD) works to advance the leading edge of adaptation to climate change in Canada under the “Enhancing Competitiveness in a Changing Climate Program”. Under this Program, “A Guidebook on Climate Scenarios: Using Climate Information to Guide Adaptation Research and Decisions”, written by Isabelle Charron with Ouranos, was launched in October, 2014. This Guidebook addresses a gap in knowledge and provides guidance to decision-makers on what type of future climate scenarios information is required for different applications as well as formats for communicating this The objectives of this work are: • To test “A Guidebook on Climate Scenarios: Using Climate Information to Guide Adaptation Research and Decisions” with a minimum of 4 sectors and revise the document based on the testing results and suggestions to improve its usefulness. • To promote the revised Guidebook through webinars targeted to different sectors and regions across Canada and on web sites. Tasks Task 1: Testing and Revision of the Guidebook • In consultation with NRCan’s Climate Change Impacts and Adaptation Division (CCIAD), the contractor will identify 4 targeted sectors to test the Guidebook and then develop a work plan for the project. First, the contractor will liaise with key organizations involved with targeted sectors to determine their interest in collaborating on the testing and promotion of the Guidebook. NRCan may provide contacts and key sectors could include energy, infrastructure, communities, forestry and/or coasts. After the 4 target sectors are scoped, the contractor will prepare a work plan including the targeted sectors, tasks and activities, and timeline. • A minimum of 2 testing approaches must be used and may include a workshop, interviews or case study. The contractor will prepare a final report outlining the testing process and results as well as the recommendations for changes to the Guidebook to improve its usefulness. • Based on the feedback received during the testing phase, the contractor will make revisions to the existing document. If appropriate, case studies showing examples of how to use the Guidebook could be added in an annex. The contractor will submit a draft of the revised Guidebook to NRCan for comments. The contractor will finalize the report incorporating the comments received. Task 2: Promotion • The contractor will promote the revised Guidebook on-line and through delivering 3 webinars to new users tailored to specific sectors and regions. The objective for the webinars is to increase awareness of this resource and to provide information on how to use the Guide. • The revised Guidebook and the presentation for the webinars will be posted on the contractor’s website. The contractor will identify other appropriate web sites to link to the Guidebook. • Final Deliverable to be submitted on or before the 31st of March, 2015 . 3. Trade Agreements There is no trade agreement impacted with this contract. 4. Title to Intellectual property The contract will result in the development of intellectual property 5. Contract Period The period of the contract will be from Contract Award to March 31, 2015. 6. Estimated Cost The estimated maximum value of the contract is $57,152.01 CAD inclusive of applicable tax. 7. Exception to the Government Contracts Regulations and applicable trade agreements (d) Only one person or firm is capable of performing the contract The contractor (Ouranos) owns the intellectual property for the “Guidebook on Climate Scenarios: Using Climate Information to Guide Adaptation Research and Decisions”. The IP has not been licensed to any other entity and as such, it is the only entity that can produce the revised version of the Guidebook. 8. The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements." 10. Closing Date The closing date for a submission of a Statement of Capabilities is March 20, 2015 at 14:00 Mountain Standard Time. 11.
