Employment and Skills Development Canada (ESDC), in collaboration provinces and territories as represented through the Forum of Labour Market Ministers (FLMM), has a requirement to conduct a Year Two Review of the Canada Job Grant.  This bid solicitation is being issued to hire an external consultant to conduct a pan-Canadian analysis of the implementation of the Canada Job Grant culminating with the production of a report to be presented to FLMM Ministers by the end of the calendar year.
