Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to establish a Standing Offer Agreement to provide “as and when required” professional services specific to Department of National Defence (DND) requirements at 19 Wing, CFB Comox, British Columbia.  

The objective of this RFSOA is to select one (1) firm, who will sign a Standing Offer Agreement (SOA) with DCC to provide services on an “as and when required” basis to a maximum estimated value of $300,000.00, for a period of two (2) years from the date of award. 

The Consultant will be required to provide “as and when required” civil engineering services in support of the following types of projects:  civil infrastructure comprising of roadways, road resurfacing/upgrade, parking areas, sidewalks, utilities corridors (water, sewer, hydro), drainage systems and areas, aprons, taxi-ways, runway surfaces used by both military and civilian air traffic, associated airfield infrastructure, training areas and other military civil infrastructure.

The services may include, but are not limited to:  preparation of a Statement of Requirement and concept, design development, construction documents, assistance during the tender call and construction phases.  

Information provided by the Proponents will be evaluated using the established criteria in the Request for Abbreviated Proposals.  The criteria relate to previous achievements and experience, as well as technical and managerial expertise.  The objective of this Request for Abbreviated Proposals is to select the proponent with the highest total score.

This opportunity follows procurement procedures in accordance with Chapter 10 of NAFTA.
