    PROJECT C.001044- CONSOLIDATION OF SERVICES 
    2ND CANADIAN DIVISION SUPPORT GROUP, ST-JEAN GARRISON (QC)
    (WITH SECURITY REQUIREMENTS)	
    
    
    PURPOSE OF THIS ADVANCE PROCUREMENT NOTICE
    This is not a bid solicitation. This is an advance notice of a project with anticipated security requirements to provide interested contractors/consultants an opportunity to apply for security clearances. Note that there is no guarantee that the project will proceed. 
    
    PROJECT DESCRIPTION 
    The work in this project, may include, but is not necessarily limited to, the drafting of drawings and specifications and the development of services required during the tender and construction phases, to consolidate the 2nd Canadian Division Support Group services at the St-Jean Garrison. The procurement method is currently being developed. The anticipated options to procure the contract are the Design-Build options OR a traditional approach comprised of design, bid and build phases. Therefore, DCC is looking to sponsor consultants and contractors firms for this project.  
    
    SERVICES DESCRIPTION
    The contractor/consultant will have to design a 12 000 m2 to 15 000 m2 building with parking space, demolish 4 hangars, plan the required provisions to comply with the Environmental regulations and be in charge of site visits, inspection, testing, technical support, reporting and studies during the construction phase. If a Design-build approach is selected, the wok construction phase will be included.
    
    The estimated construction value is approximately $ 50,000 millions.
    
    It is anticipated that this procurement will be initiated in December 2015. This is conditional on the project receiving approval to proceed by DND.
     
    SECURITY REQUIREMENTS
    
    For this contract, the Contractor/consultant must, at all times during the performance of the Contract, hold a valid Facility Security Clearance at the level of SECRET, with approved Document Safe-guarding at the level of CONFIDENTAL issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
    
    The Contractor/consultant personnel requiring access to CLASSIFIED information, assets or sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, CONFIDENTAL or SECRET clearance, as required, granted or approved by CISD/PWGSC.
    
    PROCESS
    
    Contractor/Consultant that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. 
    The contractors shall submit requests before July 3rd 2015, and refer to the following information in the request.
    -	Project number C-001044; 
    -	Requested Security level. 
    
    The contractor/consultant that has been sponsored by the ISP, is in the process of receiving the security clearance or is interested in submitting a bid for this procurement shall send an email to ISP.Sponsorship@dcc-cdc.gc.ca, indicating the following items:
    -	Firm name
    -	Contact name
    -	Security level previously requested for the sponsorship 
    -	Organization number assigned by CISD (if received)
