    This requirement is for the Canadian Nuclear Safety Commission.
    
    This requirement is open only to those Supply Arrangement Holders who qualified under Tier 1 – Stream 5 – Project Management Services.
    
    This requirement is open only to those invited TBIPS Supply Arrangement Holders who qualified under the categories for:  P.9 Project Manager

    Description of the requirement:
    The Project Management Office Division (PMOD) of IMTD requires the professional services of up to three (3) experienced Senior IT Project Managers (PMs) with strong technical and communication skills.   The PMs will be responsible for managing and coordinating a wide range of IT projects including client-facing systems development initiatives as well as infrastructure technical upgrades; and must have a sound knowledge of project management theories and practices, as well as SDLC principles, theories, policies and practices.
    
    Reporting directly to PMOD, the Project Managers will be accountable for project initiation, planning, execution, monitoring and control of IT projects, taking responsibility for coordinating and providing effective communication on all aspects of the projects from initiation through to close-out.  This also includes providing integrated information on the use of all project resources, inter-dependencies, risks, and progress. 
    
    The senior Project Managers’ responsibilities include but are not limited to the following for every project assigned:
    •	manage projects in an integrated manner;
    •	develop and maintain project charter, project management plan, work breakdown structure, procurement plan, communications plan, training plan, and detailed project schedule;
    •	determine, document, monitor and control project cost;
    •	support the project team in achieving project milestones and deliverables; 
    •	identify, document and communicate risks and issues related to project; and escalate them when deemed necessary;
    •	develop, execute, monitor and control project resource plan; provide options and recommendations on resource reallocation and resource leveling;
    •	develop and communicate status reports and dashboards for senior management on a regular basis;
    •	prepare and maintain project documentation at all levels and maintain project repositories;
    •	ensure project documents meet quality guidelines, and adhere to change management principles;
    •	participate in peer reviews, reviewing all project documents and participate in all project activities as required;
    •	schedule and chair project status meetings, document and follow up on actions and records of decision;
    •	formulate statements of problems, establish procedures for the development and implementation of significant, new or modified project elements to solve problems, and obtain approval thereof;
    •	obtain project sign-offs;
    •	document, communicate and track action items, perform follow ups to ensure open actions are closed;
    •	document, communicate and track project change requests;
    •	identify scheduling and/or dependency issues as soon as feasible;
    •	participate in continuous improvement initiatives by reviewing and providing feedback on PM templates and processes;
    •	report progress and prepare project status reports on a regular basis;
    •	provide administrative and technical support including but not limited to preparing project meeting agendas, documenting and distributing records of decisions, documenting and distributing meeting minutes, as well as scheduling project meetings.
    
    
    Security requirement at bid closing: 
    1.	The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Facility Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
    2.	The Contractor/Offeror personnel requiring access to PROTECTED/CLASSIFIED information, assets or sensitive work site(s) must EACH hold a valid personnel security screening at the level of SECRET, granted or approved by CISD/PWGSC.
    Incumbents:  Excel (from 2013-10-21 to 2015-08-06) and Veritaaq (from 2013-06-18 to 2015-06-12).
    
    Proposed period of contract:
    
    The proposed period of contract shall be from contract award plus 230 days and two irrevocable option periods of 120 days as Option Period 1 and 120 days as Option Period 2.
