    Description
    DIAND wishes to enter into a three years contract with an option for a fourth year. DIAND seeks a contract with a company that can provide, under TBIPS resource definitions of qualification levels:
    
    -	2 (TWO) Level 2 Programmer/Analst
    -	1 (One) Level 3 Technology Architect
    
    Bidders submitting Proposals MUST propose services for all three resources. 
    
    The requirement is open only to the following Supply Arrangement
    Holders who have been invited to submit a proposal:
